GIZ Indonesia for The Sustainable Urban Transport Improvement - Implementation of the NAMA Facility (SUTRI NAMA) project: (Senior) Advisor BRT and Bus Systems


The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis.


SUTRI NAMA as registered with the UNFCCC aims to tackle challenges of growing urban traffic congestion and increasing urban transport related greenhouse gas emissions by transforming urban transport in Indonesia with a mix of capacity-building and investment measures provided through a national sustainable urban transport programme. SUTRI NAMA is implemented starting December 2017 with the support from the NAMA Facility through GIZ as the delivery organization.

A technical assistance component namely Indonesia Bus Rapid Transit Corridor Development Project (INDOBUS), funded by the State Secretariat of Economic Affairs of Switzerland (SECO) added to SUTRI NAMA for the development and start-up of bus rapid transit (BRT) corridors in selected pilot cities of Indonesia. The component has been working at both local and national levels in the field of BRT planning, project management support, BRT operations management, public transport funding as well as reform of the private minibus-sector towards participation in operating consortiums. At national level coordination has to be sought between the several relevant line ministries; best-practice examples / project achievements have to be documented, published and promoted for replication. 

We are seeking one qualified Indonesian candidate for the following position:

(Senior) Advisor BRT and Bus Systems

Responsibilities

  • Providing technical advice and assistance on infrastructure and environment issues in the area of Bus Rapid Transit (BRT) and bus systems to the project team and stakeholders (government institutions, relevant organisations and institutions, and other GIZ projects)
  • Together with national and international consultants, to support relevant project team members in ensuring that under INDOBUS component:
    • Project task force in each pilot city established
    • Institutional setup of BRT implementation in pilot cities developed
    • Guidelines for BRT implementation is developed
    • Financial planning for BRT is included in the 2019 planning process
    • BRT construction is tendered
    • INDOBUS blueprint is developed
    • BRT plan is included in the RPJMN 2020-2024
    • Construction of BRT corridors started in at least three cities
  • Together with project team, under the coordination of Programme Director, to ensure all milestones in both SUTRI NAMA and INDOBUS components are achieved timely


  1. Task
1.     Professional Advisory Services
·         Under INDOBUS Project Output 1 (technical concept for BRT corridors establishment are delivered to Indonesian partner cities) and together with national and international consultants as well as relevant project team members in SUTRI NAMA and INDOBUS:
    • Assist partner cities in feasibility studies for BRT corridors
    • Moderate meetings of stakeholders for development of public transport and BRT corridors in specific locations
    • Find options for financial contributions for BRT-planning in pilot cities
    • Conduct analysis studies and prepare concept on integration of the private sector in the operation of BRT corridors
    • Continuously assist administrations in pilot cities on BRT project design, planning, project management, monitoring of progress, setting up of BRT management and services
  • Under INDOBUS Project Output 2 (public transport management in Indonesian pilot cities is strengthened to comply with internationally recommended planning and service standards) and together with national and international consultants as well as relevant project team members in SUTRI NAMA and INDOBUS:
    • Conduct pre-feasibility studies for multimodal transit stations together with city planning departments, promote such concepts with relevant city administrations (possibly in cooperation with other donors or international agencies)
    • Continuously assist administrations in partner cities with respect to integration of BRT with existing public and individual transport modes, handling of road traffic versus public transport, promotion of BRT towards stakeholders and users (e.g. assisting in public transport mapping and timetable optimisation).
  • Under INDOBUS Project Output 3 (MoT, MoPWH and BAPPENAS provide a BRT planning framework and traffic simulation support capabilities to the local level) and together with national and international consultants as well as relevant project team members in SUTRI NAMA and INDOBUS:
    • Prepare a video on BRT projects supported by INDOBUS for sharing with other Indonesian cities
    • Support in the elaboration of sustainable financing arrangements for the operation of public transport between national and local government as well as the private sector
    • Further development of national level public transport regulations with particular emphasis on its alignment with road transport regulation and promotion of integrated BRT systems
    • Sharpening the understanding about the BRT systems and fostering the dialogue about potential improvement of overarching regulation (e.g. bus types, operation systems, tailoring adaption to individual local requirements)
    • Capacity development operation of BRT for regulator and operator
    • Assessment of training needs by AMM with respect to BRT operation, development of a training plan and capacity strengthening strategy
    • Delivery of relevant training modules to strengthen the capacity of regulator and operator
    • Supporting collaboration between MoT – regulator - operator
·         Support relevant activities in SUTRI NAMA, whenever necessary

2.     Networking and Cooperation
·         Under the coordination of Programme Director, become a contact person and liaison with officials of counterparts on BRT issues, including Ministry of Transportation (Kemenhub), Ministry of Environment and Forestry (KLHK), BAPPENAS, Ministry of Public Works and Housing (MoPWH), Ministry of Finance (MoF) and pilot cities
·         Based on guidance from Programme Director, become a contact person with the global GIZ urban mobility and climate portfolios on BRT and bus system issues
·         Maintain networking and linkages with relevant activities conducted by other developing agencies
·         Manage main counterparts’ expectation (Kemenhub, pilot cities) through good communication
·         Ensure smooth flow of information between GIZ transport and climate projects in Indonesia, as well as relevant GIZ bilateral, regional and international projects

3.     Project and Knowledge Management
  • Together with relevant project team members, design and develop knowledge management system in the area of BRT based on GIZ standards
  • Together with the project team to implement the system
  • Monitor, evaluate, provide inputs/feedback to continuously improve implementation
  • Ensure that lessons learned are documented and shared
               
4.     Other duties/additional tasks
·         Support relevant project team members in achieving milestones of the project, both in SUTRI NAMA and INDOBUS
·         Performs other duties and tasks at the request of management


B.     Required qualifications, competences and experience
Qualifications
  • Essential: master degree on transport engineering or science
  • Desirable: background on urban planning, civil engineering

Professional experience
·      At least 8 years professional experience in a comparable position
·      Essential: experience in Bus Rapid Transit (BRT), bus management and operation
·      Desirable: experience in sustainable urban transport, construction and infrastructure management, and public administration will be an advantage

Other knowledge, additional competences
·      Proficiency in the Indonesian and English language (reading and writing)
·      Presentation and writing skills
·      Excellent communication skills in both Indonesian and English
·      Excellent command of MS – Office (Excel, PowerPoint, Word)
·      Fluent language skills in English
·      Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
