SUTRI NAMA as
registered with the UNFCCC aims to tackle challenges of growing urban traffic
congestion and increasing urban transport related greenhouse gas emissions by
transforming urban transport in Indonesia with a mix of capacity-building and
investment measures provided through a national sustainable urban transport
programme. SUTRI NAMA is implemented starting December 2017 with the support
from the NAMA Facility through GIZ as the delivery organization.
A technical
assistance component namely Indonesia Bus Rapid Transit Corridor Development
Project (INDOBUS), funded by the State Secretariat of Economic Affairs of
Switzerland (SECO) added to SUTRI NAMA for the development and start-up of bus
rapid transit (BRT) corridors in selected pilot cities of Indonesia. The
component has been working at both local and national levels in the field of
BRT planning, project management support, BRT operations management, public
transport funding as well as reform of the private minibus-sector towards
participation in operating consortiums. At national level coordination has to
be sought between the several relevant line ministries; best-practice examples
/ project achievements have to be documented, published and promoted for
replication.
We are seeking one qualified Indonesian candidate for the following
position:

Technical Expert Sustainable Urban Transport
Responsibilities
- Providing technical advice and assistance on infrastructure and environment issues in the area of urban transport to the project team and stakeholders (government institutions, relevant organisations and institutions, and other GIZ projects)
- Together with national and international consultants:
- ensuring that under SUTRI NAMA: (1) a fundraising strategy is developed in the framework of funding mechanism to support public transport projects and transport demand management (TDM) in pilot cities, (2) guidelines and standards on demonstration projects evidencing improved public transport and TDM are developed
- ensuring that under INDOBUS component: (1) financial planning for BRT projects are introduced, (2) guidelines for BRT implementation developed, (3) BRT construction is tendered, and (4) construction of BRT corridors started at least in three pilot cities
- Together with project team, under the coordination of Programme Director, to ensure all milestones in both SUTRI NAMA and INDOBUS components are achieved timely

Professional Advisory Services
·
Identify and implement proposed measures supported by
local subsidies in pilot cities, to implement demonstration projects on public
transport and NMT
·
Together with Advisor on Funding Mechanism and
relevant consultants, to pilot test the funding mechanism, analysing potential
adjustment needs and executing necessary adjustments
·
Together with Technical Expert on Public Transport and
NMT and relevant consultants, to develop and implement demonstration projects
including parking management, NMT, park and ride, bike sharing
·
Together with Advisor on MRV, to support activities
related to climate/ MRV issues
·
Under SUTRI NAMA Project Output 4
(demonstration projects evidencing improved public transport and TDM that serve
as good practice for replication have been implemented in the pilot cities and
disseminated) and INDOBUS Project Outputs 1-3:
- Support the monitoring of activities
- Coordinate national and international consultant(s), monitor the progress and ensure the relevant milestones area achieved as planned
- Develop reports and publications related to activities
- Deliver verbal and written contributions to relevant events, conferences and other outreach activities whenever the project engaged
- Prepare training materials, conduct training sessions
- Coordinate and participate relevant meetings, workshops and trainings

Networking and Cooperation
·
Under the coordination of Programme Director, become a
contact person and liaison with officials of counterparts on sustainable urban
transport issues, including Ministry of Transportation (Kemenhub), Ministry of
Environment and Forestry (KLHK), BAPPENAS, Ministry of Public Works and Housing
(MoPWH), and pilot cities

Based on guidance from Programme Director, become a
contact person with the global GIZ urban mobility and climate portfolios,
including other GIZ project in Indonesia, through: (1) engagement in
communication and collaboration, (2) learning and understanding latest
development of GIZ MRV system in urban transport sector, (3) presenting and
promoting SUTRI NAMA and INDOBUS developments, approaches and lessons learned
as a contribution to global knowledge management

Maintain networking and linkages with relevant
activities conducted by other developing agencies
·
Manage main counterparts’ expectation (Kemenhub, pilot
cities) through good communication
·
Ensure smooth flow of information between GIZ
transport and climate projects in Indonesia, as well as relevant GIZ bilateral,
regional and international projects

Project and Knowledge Management
- Together with Advisor on MRV, design and develop knowledge management system in the area of climate/MRV in urban transport sector based on GIZ standards
- With the support from Technical Expert on Public Transport and NMT, lead to design and develop knowledge management system in the area of sustainable urban transport
- Together with the project team to implement the system
- Monitor, evaluate, provide inputs/feedback to continuously improve implementation
- Ensure that lessons learned are documented and shared

Other duties/additional tasks

Support
relevant project team members in achieving milestones of the project, both in
SUTRI NAMA and INDOBUS
·
Performs
other duties and tasks at the request of management
B. Required
qualifications, competences and experience
Qualifications
- Essential: master degree on transport engineering or science
- Desirable: background on urban planning, civil engineering, environmental engineering or science will be an advantage
Professional
experience
·
At
least 8 years professional experience in a comparable position
· Essential:
experience in sustainable urban transport, construction or infrastructure
management, Bus Rapid Transit (BRT), bus management and operation
· Desirable:
experience public transport and non-motorised transport (NMT), funding
mechanism in transport sector and public administration will be an advantage
Other
knowledge, additional competences
· Proficiency in the Indonesian and
English language (reading and writing)
· Presentation and writing skills
· Excellent communication skills in
both Indonesian and English
· Excellent command of MS – Office
(Excel, PowerPoint, Word)
· Fluent language skills in English
· Willingness to up skill as required
