Hivos Southeast Asia is an International non-governmental
organization guided by humanist values. It aims at structural poverty
alleviation with a strong focus on civil society building and sustainable

NGOs, is active in networking, lobbying and exchanging knowledge and expertise.

Voice is a newly
established consortium between Oxfam Novib (Netherlands) and Hivos, whereby the
funding is made available by the Dutch Ministry of Foreign Affairs. Voice
targets the most marginalised and discriminated groups in ten low- and
lower-middle income countries in Africa and Asia. It aims to strengthen the
capacity of Civil Society Organisations and representatives of these groups to
increase their (political) participation in mainstream development processes.
Voice promotes the use of innovative ideas and strategies, in order to empower
these groups and to have their voices heard and respected. The programme has
two main components : a grant facility to provide financial support to groups
and organisations and a linking and learning programme that will nurture
learning and innovation across countries and groups.
Functional
context
The Linking,
Learning, and Communication Officer Voice falls under supervision of and reports to the PDM
OPEN WE
The expected
result for the positions are :
• Linking and Learning between and among
grantees and other programmes within Hivos or Oxfam.
• Well-coordinated
and high quality linking and learning facilitation by the Linking and Learning
facilitator grantee
• Inclusive
and participatory practices.
The
position is Philipine-based with some travel for coordination meeting.
Roles and
responsibilities
1. Support the Voice Programme Officer (or Programme Manager) in the
assessment and analyses of capacity development needs of grantees (baseline and
ongoing);
2. Facilitate contracting and post contract grant management of linking and
learning and capacity development providers;
3. Support the Voice Programme Officer in the assessment and analysis of
the Innovate and Learn grant applications, with particular focus on the
learning questions and the nature of the innovation;
4. Facilitate documentation and communication of lessons learnt and best
practices of capacity development support and influencing;
5. Facilitate mapping of knowledge gaps and documentation of learning
agenda’s among the target group(s) and grantees
6. Further the development of a common national approach of linking and
learning together with the Linking and Learning facilitator and key
stakeholders and align the Monitoring & Evaluation framework;
7. Coordinate implementing Linking & Learning and innovative
interventions with the Linking and Learning facilitator (e.g. organise learning
events, facilitate constitution of Communities of Practice, support realisation
of innovation labs) at country level;
8. Supports the analyses, validation and aggregation of learning;
9. Lessons learnt, stories, blogs, research findings shared in relevant
fora;
10. Promotes and oversees the use of Linking and Learning infrastructure for
full documentation of the linking and learning processes and sharing lessons
learnt; Participate and contribute actively to the Voice Linking and Learning
Community of Practice;
11. Managing the Linking and Learning component effectively;
12. Identify and propose opportunities to amplify the voices of grantees
(like (inter-)national commemoration days, existing campaigns, use of
networks);
13. Promote and support the elaboration of audio-visual materials, blogs,
vlogs, and other products;
14. Share the communication products at the different fora / media;
15. Managing the communication component effectively
