Project Overview and Role
The Governments of Australia and Indonesia are partnering through INOVASI, an education program which aims to find out how to improve literacy and numeracy for Indonesia's students. Funded by the Australian Government in partnership with the Indonesian Ministry of Education and Culture (MoEC), INOVASI is a subnational education program with a budget of AUD 49 million, which started in January 2016 and will run until 2019. It focuses on understanding and tackling learning challenges, particularly those related to literacy and numeracy skills, at the heart of the education system' in the classroom and the school (including madrasah). Nusa Tenggara Barat (NTB) is INOVASI?s first partner province that began implementation in early 2017. Three more partner provinces (NTT- Sumba Island, East Java and North Kalimantan) have begun implementation in mid-2017.
INOVASI will use a new approach to focus on what works in classrooms and schools. It will work with teachers, principals and local officials to identify what problems need to be solved to help students learn better and find out the best way to solve these problems by jointly piloting either (i) local solutions or (ii) practices successfully trialled elsewhere which are adapted to the local context. INOVASI will evaluate these pilots to see which are successful in improving student literacy and numeracy. The pilot activities will focus on student learning and classroom teaching. The three areas of focus are: 1) Strengthening the quality of teaching and learning in the classroom; 2) Improving the support provided to teachers so they can teach better; and 3) Enabling all children in the classroom, particularly girls and children with disabilities, to reach their potential in learning
INOVASI is managed by Palladium on behalf of the Department of Foreign Affairs and Trade (DFAT).
Purpose of the Position
The HR Coordinator will oversee the recruitment, performance management, policy development, induction, and other human resource functions to support the INOVASI program.

Duties:
  1. Oversee all aspects of INOVASI program human resources in line with Palladium guidelines, DFAT policy, and Indonesian Manpower law
  2. Supervise and manage the Human Resources personnel and consultants in Jakarta, including building their capacity 
  3. Coordinate with Operations and Implementation Manager in developing a personnel annual budget and forecasts including salary, insurance, THR, and staff severance pay
  4. Develop and regularly update HR guidelines and HR business processes in line with the strategic goals of the program
  5. Establish and lead INOVASI recruitment processes, coordinate the recruitment of project personnel with program teams, provide proactive advice and updates to hiring managers; 
  6. Ensure the quality and compliance of staff on-boarding, staff performance management, leave management, compensation and benefit arrangement (insurance and BPJS), and off-boarding process for a team of approximately 100 staff based in Jakarta and in four provincial offices (Nusa Tenggara Barat, Kalimantan Utara, Sumba, and Jawa Timur);
  7. Ensure all staff recruited and engaged by INOVASI fulfill DFAT and Palladium compliance requirements (child protection policy, police checks, reference checks, code of conducts, etc…)
  8. Develop and manage the induction process for new staff in coordination with other team members. Ensure all INOVASI staff receive appropriate induction
  9. Ensure all personnel HR information are updated in Palladium HR systems (Compass and Deltek)
  10. Oversee and administer locally-engaged staff contracts in a timely and accurate fashion in compliance with Palladium policy and Indonesian Labour Law, including long term advisers, and short term consultants
  11. Ensure local staff are registered under insurance policy and BPJS, and have active insurance coverage throughout their contract period;
  12. Provide advice and recommendation to Management in terms of staffing issues, including act as a facilitator in staff conflict for resolving the conflict through positive and professional mediation;
  13. Oversee the visa process for short and long term expatriate employees, in coordination with relevant government ministries;
  14. Maintain up to date and thorough hard and soft copy of HR files, ensuring safekeeping of classified information and documents;
  15. Prepare HR reports as required by the Operations and Implementation Manager or Program Manager;
  16. Advise the Operations and Implementation Manager and relevant line managers on compensations and benefits (staff grade, title, salary and cost charging);
  17. Other duties as may reasonably be required by Operations and Implementation Manager consistent with the incumbent’s qualifications and experience.
Qualifications and Experience
The will possess the following qualifications and experience:
  • Minimum a Bachelors degree in a relevant field, affiliations with relevant professional association are an advantage;
  • Minimum 7 years of experience in a HR coordination position, in an organisation of similar size and scale;
  • Strong experience managing recruitment processes, experience on bulk recruitment for project start and on recruitment in provincial locations up an advantage;
  • Proven ability in handling multiple tasks effectively under heavy time and work pressure;
  • Proven ability to plan and manage schedules, files/database and working materials as well as to keep confidentiality of documents and information;
  • Strong interpersonal skills, including in a cross cultural context;
  • Fluent in English (written and spoken) and Bahasa Indonesia.
