Title : Technical Inspection & Site Survey Consultant
– Individual ( for 5 Photovoltaic (PV) Schools )
Duty Station : Sumba, NTT, Indonesia
Duration : 14 ( fourteen) days
1.
Background
In 2011, Hivos has initiated to
develop a program for 100% Renewable Energy in Sumba Island, called “Sumba
Iconic Island”. This program aims to completely end the dependence on fossil
fuels in Sumba Island by enhancing people’s access to renewable energy, the
program is also expected to bring positive effects to socio-economic and gender
aspects among Sumba Island’s inhabitants.
To support and scaling up Sumba Iconic
Island impact, in 2014, Hivos in corporation with Norway Embassy have installed
PV system with capacity up to 1 kWp (1.000Wp) in 5 schools located in East (2
units), Central (1 unit) and South West Sumba (2 units).
Under the current funding from DGIS,
Hivos plans to conduct handover asset management to a local renewable energy
service company and to put a business model in place; to ensure sustainability
services. Therefore, it needs inspection to test reliability and performance of
the current systems and to assist Hivos to make decision on the best hardware
investment option. Including in this is to assist Hivos in making decision to
improve, relocate or modify the system..

Scope of Work
1)
Inspection Report
The consultants are recommended (not
mandatory) to use Inspection Guide for Photovoltaic Village Power (PVVP) System
by EnDev2 Indonesia as reference (please refer to:
https://bit.ly/2HmJxnu), including report consisted of:
a. Performance verification: Assure overall
quality, performance and the system is operating safely and according to the
relevant guidelines
b. Quality and safety verification:
Oversight civic quality to assess whether
quality of installation adheres to best practices, safety requirements and
overall installation sustainability
c. Photographs.Collecting photographic evidence of the inspection
on site is vital. Photographs confirm the observations of the inspector and can
also reveal issues that are not recorded in the checklists and questionnaires.
2)
Recommendation
a.
To provide recommendations with regards to
investment, including but not limited to system improvement, system
modification or system relocation or other
b.
In case of system relocation, the consultant also
expected to work with field team to find a new location/s.
c.
To suggest the system design and investment value
3.
Time frame
The assignment start in May 2018 and
the consultant expected to complete the
task within 14 days; including report in Bahasa and recommendations.

Competencies & Qualifications
a.
Expert(s) with experience in
solar PV technologies is a must.
b. Expert(s)
with experience in off-grid technologies is an advantage.
c. Have a good skill on writing final inspection
report in Bahasa
d. Minimum
of a Bachelors degree in, electrical engineering, electro-mechanical
engineering solar energy engineering and related field,
e. Minimum
of five years’ work experience, typically the following electrification from
solar energy
f. Excellent communication and
influencing skills across cultures, including proven technical writing and
presentation/communication skills,
g. Analytical and numerical skills,
familiarity with the research process and the ability to synthesize data,
present results and draw meaningful conclusions
