We are searching for…
Project Officer (PO) for “Gender Sensitive Citizen Budget Planning in Indonesian Villages”. The Project Officer is directly supervised by the Program Manager and is primarily responsible for coordination of project related activities. He/she works closely with the team (mainly project assistant, Admin & Finance team, and others) in order to ensure successful implementation of the specific project. Project Officer is responsible for the smooth implementation and coordination of monitoring and evaluation activities, for the specific quality and timely results and follows all necessary administrative/financial (internal and donor) rules related to implementation.

 Your contribution
Coordination of program-related activities:
The PO is responsible quality implementation of the project and for leading project activities. The PO also supervises timely submission of all requested project outputs and consolidates and analyses monitoring and evaluation results.
Implementation of projects:
  • Leads project implementation, and supervises the quality of the project´s activities and outputs (together Project Assistant)
  • Prepares all the project related reports
  • Prepares and implements a work plan together with the team
  • Carries out coaching and mentoring
  • Coordinates and carries out project related activities and provides advice to PM
  • Reports to Program Manager about the project implementation.
  • Ensures that all administrative and financial tasks are done in time (together with Finance team)
  • Develop and maintain project records such as databases, reports and records of decisions.
  • Ensures that project related documents are archived in accordance with mission’s requirements.

Monitoring and evaluation:
  • Carries out needs and capacity assessment jointly with PM.
  • M&E Framework: in collaboration with DM&E Coordinator, elaborates and assures that monitoring is conducted according to the framework.
  • Assures that the indicators and obligations towards donors related to the projects are fulfilled.
  • Assures that direct project costs are being spent in accordance with the budget.
  • Develop reports of Financial and Operational Management



External relations:
  • Develop and maintain proactive, positive and professional relationships with partner organizations, other NGOs, donors, politicians, key government officials, civil society groups, religious groups, and media outlets within Indonesia;
  • Represents Search at meetings with partner organizations and stakeholders
  • Maintain responsible media coverage of program events in coordination with the PM and the Asia Regional Support Team

Implementation of projects managed by or jointly with HQ:
•    Supports HQ with required inputs under a supervision of PM in implementing “Gender Sensitive Citizen Budget Planning in Indonesian Villages “project.

Administration:
•      Ensures that all projects related administrative tasks are fulfilled (data record, correspondence, support in any events, etc)
•      Ensure that all necessary inputs into Asia Drive and Financial Portal
•      Provides necessary capacity building in administrative and procedural requirements.
•      Supervise the Project Assistant
•      Ensure compliance with Search Operations Manual policies and procedures;
•      Prepares and supervises contractual matters related to the project (in cooperation with  Administration team)

Key priorities for this role to be accomplished/addressed within the first six months of the appointment:

  1. Finalization of training module of gender budgeting in village development planning
  2. Identifying CSOs partners for gender mainstreamed-village fund training implementation  
  3. Advocating training module to relevant government institution including the Badan Pemberdayaan Masyarakat dan Desa/BPMD (Community and Village Empowerment Agency)

 You are…
You meet the following qualifications:
  • Degree in relevant field (eg. conflict transformation, international development, security studies, media and communications, sociology, political science, or related fields)
  • Possess excellent knowledge of Village Law (Undang-undang Desa)
  • Excellent  knowledge on gender and advocacy for gender mainstreaming village fund
  • Excellent skill on training facilitation
  • At least three years’ experience managing projects
  • Knowledge of the conflict dynamics in Indonesia, religious-based conflicts, and CVE
  • Available to start in September 2017.
