Project STOP is a new initiative to accelerate waste management system improvements in South-East Asia,
starting in Indonesia. The project aims to make a scalable front-line
contribution to marine plastic debris prevention and ocean health. It was
announced at the Our Ocean 2017 conference and will be delivered by SYSTEMIQ
with funding and support from Borealis, a European plastics producer, and
others.
From July to September
2017, a successful feasibility and scoping assessment was carried out in
Indonesia. The feasibility and scoping assessment tested the concept of “system-enabler”
partnerships with city governments – providing expertise and support to
transition the waste management system to a zero-leakage pathway with
increasing rates of plastics recycling, job creation in new after-use economies
and public health benefits. The first city partnership will be launched in
March 2018 in Muncar, Banyuwangi, East Java - followed by wider scale-up and
replication in the region.
Role description
The Technical Project
Officer will have a critical role in Project STOP. He/she will support the
Chief Delivery Officer in successfully delivering an efficient, circular waste
management system in Muncar, Banyuwangi – which is the foundation for the wider
success of the project – and supporting the scaling and replication of the
project to new city locations.
The role will require
solid waste management experience, analytical and quantitative problem-solving
skills, attention to detail, creativity and a high level of personal drive. In

Responsibilities
q Work closely with Chief
Delivery Officer to ensure successful execution of the STOP project in the city
partner location (Muncar / Banyuwangi) during the system transition phase for
the city (estimated 2-3 years)
q Provide strategic thought
leadership on municipal waste system design and lead implementation of the
designed system, including facilitation of TPST construction, waste collection
vehicles and routes, and sortation infrastructure
q Creatively address
technical issues for the team as they arise and develop solutions to prevent
them from recurring
q Model Develop and
optomize waste collection system.
q Develop and optimize TPST
3R operation.
q Model waste system
variables for system optimization
q Build a network of
technical stakeholder relationships
q Represent the STOP
project to key stakeholders when the Chief Delivery Officer is not available
q [In time] Contribute to
replication and scaling of STOP Project in other city locations in Indonesia.
Qualifications and
requirements
q At least 5 years
environmental sanitation experience, preferably in solid waste management
q Holds at least bachelor
degree of any subject (preferably but not required: environmental engineering,
environmental science, regional planning, civil engineering)
q Highly developed
analytical and quantitative problem-solving skills and attention to detail
q Able to work collaboratively in a team
environment
q Ability to communicate effectively in English
and Bahasa Indonesian
q Willingness to be full time
stationed in Muncar / Banyuwangi during the 2-3 year city transition period
