Annual salary: In accordance with WHO salary scale for Technical Function at B Level Step 1



OBJECTIVES OF THE PROGRAMME:
To support Ministry of Health NAP on developing and implementing a quality HIV AIDS and STD laboratory system.

Specific Objectives:
  • To provide technical assistance for expanding good quality and access to HIV viral load test and early infant diagnosis
  • To document the process, and develop HIV & STI Lab network and VL and EID expansion plan.

SUMMARY OF ASSIGNED DUTIES:
Under the direct supervision of (Technical Officer – HIV, STIs & Hepatitis), and broad guidance of the (WHO Representative to Indonesia), the incumbent provides supports as follows:
  1. Develop HIV and STI Laboratory detailed action plan for 2018, and the HIV & STI Lab monthly plan, monitor and produce the monthly report based on the plan.
  2. Develop VL and EID expansion activities and plan for 2019 in December 2018.
  3. Support MOH NAP on the implementation of transport specimen system in 10 provinces, documenting process and lessons learnt, and developing the HIV lab transportation specimen expansion plan based on the initial implementation.
  4. Support MOH NAP Procurement team in processing the procurement of lab goods/commodities and services required for HIV lab and monitor the implementation.
  5. Support MOH in organizing and facilitating the field visit, lab supervision, workshop and training related to HIV laboratory expansion.
  6. Support MOH NAP for developing referral system for HIV related laboratory/diagnostic services network and lab quality assurance system plan.
  7. Support MOH NAP for developing manual for lab analyzer/equipment maintenance.
  8. Support the coordination with MOH Sub-directorate of HIV AIDS and STD and Subdirectorate Health Facility Services Quality and Accreditation and other MOH technical units for developing HIV related EQA system.
  9. Contribute to WHO country office’s readiness to deliver HIV, STI and HEP-specific result in the work plan..
  10. Perform any other tasks pertaining to the National HIV AIDS and STD Programme as required by the WHO Representative to Indonesia and/or the Technical Officer for STI/HIV/Hepatitis.

Expected Result and Reporting
The incumbent should provide timely monthly updates and submit transparent achievement report at the end of the contract period to WHO Country Office, with all documents below as annexes.
  • HIV Laboratory annual work plan 2018 with detail monthly plan and expected output for 2018
  • Report for VL and EID expansion and the implementation transport specimen in 10 provinces
  • HIV lab network and referral system plan
  • HIV lab transport specimen system expansion plan
  • VL and EID expansion activities and plan for 2019

Functional Knowledge and Skills:
Through sound understanding of public health principles of HIV control programme provides quality technical input while demonstrating problem-solving, analytical and negotiation abilities. Excellent inter-personal and communication skills and ability to develop, lead, handle work in a timely and accurate manner, and motivate counterparts in the collaborative efforts to address HIV and AIDS as required.
Education Qualifications:
Essential:
At least Bachelor degree in Biomedical/Microbiology or related clinical/chemical laboratory technician, with training in health facility management and public health.
Desirable:

Experience:
Essential: At least five (5) years of work experiences in health laboratory, preferably HIV, STD, TB or other Communicable Diseases control area
Desirable: Experiences in logistic management, especially in laboratory; Familiarity with government planning, budgeting, and administrative regulations; Experiences working in the UN or other international development organization and field work experiences would be asset
Languages:
Expert knowledge of reading, writing and speaking in English and native language skills in Bahasa Indonesia
Other Skills (e.g. IT):
Work is performed in normal working environment; Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable; Knowledge of WHO policies and procedures computer literacy; Very good knowledge and competence in the relevant disease/health programme, ability to get along with national authorities and other organization international organization, good organization and managerial skills; Willingness to travel
