Title: National Coordinator – Measles and Rubella Supplementary
Immunization Activities (MR SIA) Phase-2 in Indonesia, EPI Programme

National Consultant (technical function level B) – IDR 47,511,500 per month

OBJECTIVES OF THE PROGRAMME:
Measles elimination and rubella control by 2020 is the
flagship program of the WHO South East Asia Region which was adopted in the
sixty-sixth meeting of the Regional Committee for South East Asia Regional
Committee (RC) in 2013.The Government of Indonesia is committed to achieve this
2020 goal and thus have planned for a two phased phase of catch up
supplementary immunization activity in 2017 & 2018.
SUMMARY OF ASSIGNED DUTIES:
Under the overall guidance and supervision of the WHO
Representative to Indonesia (WR) and the direct supervision of the Technical
Officer EPI, the consultant will support the at Sub national Provinces and
districts in planning, preparation, coordination, training, logistics,
monitoring and assessment for the 2018 MR immunization focusing on selected
high risk districts only ; this will include :
- Facilitating coordination between EPI MOH, WHO and technical persons at national level;
- Assist the EPI MOH RI in the training and orientation of health staff, advocacy with schools at district and sub-district levels;
- Assist the EPI MOH RI in reviewing the monitoring plan of PHO/ DHO and education department;
- Support the EPI MOH RI to review pre-campaign readiness assessment using the predefined checklist as adopted for Indonesia (SIA assessment tools) and provide necessary feedback, correction to the districts/ sub districts;
- Technical assistance to EPI MOH RI to develop guideline/tools in strengthening routine immunization, specifically utilizing MR SIA as an opportunity for identification of defaulters, i.e. Un/under vaccinated children during the community phase in September and ensure proper follow up and assist in developing a POA for vaccinating the un/under vaccinated children identified during the SIA.
- Assist and monitor the flow and distributions of vaccine, logistics, training and IEC materials and assist in developing communication plans (including social media) at national level
- Submit a detail final report at the end of the assignment.

Functional Knowledge and Skills:
Managerial and good communication skills; analytical
skills to identify critical issues and good writing skills; knowledge and
skills in implementing immunization campaign specially measles and rubella
campaign, routine EPI and VPD control, surveillance of communicable diseases;
ability to work independently and also in team setting.
Education Qualifications:
Essential: University degree in medicine or a health
related subject from a recognized university or its equivalent qualification.
Desirable: Master degree in a health related subject from
a recognized university or its equivalent qualification
Experience:
Essential: At least five years’ experience in public
health program implementation preferably in Immunization and VPD Surveillance
Desirable: Experience in WHO or in another
UN/International organization would be an advantage.
Languages:
Expert knowledge of reading, writing and speaking in English
Other Skills (e.g. IT):
Work is performed in normal working environment.
Proficiency in the use of modern office software packages such as MS Office
(Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. Good
working knowledge of GSM (or other Oracle-based ERP systems) is desirable.
