Consultancy Services – Private Sector Engagement (PSE) Consultant for SHERA/Indonesia

IIE requires the services of a local PSE consultant to develop and implement a private sector engagement strategy that brands the program as a resource for Indonesian business associations, leverages existing relationships and experience with the private sector among the CCR partnership members, and provides targeted coaching and support to CCRs to build or strengthen their current or prospective private sector partnerships.

This individual will engage Indonesian business associations, and local, regional or multinational companies and foundations with a presence or interest in working in the region to increase SHERA’s presence as a “go-to” resource for research collaboration and partnerships with top-tier Indonesian universities; drive potential and/or nascent partnerships and coach CCRs to strengthen current relationships; organize or manage aspects of high-profile events to showcase innovative research conducted through CCRs and its application to development challenges, and/or highlight best practices and success stories of CCRs’ work with the private sector in Indonesia.

Duration
This consultancy is expected to commence in mid-August 2018 and run through July 31, 2019, with a possible contract extension at that time.. The consultant is expected to provide a maximum of 64 hours (approximately 8 days) of work per month. Maximum number of billable hours must not exceed 768 (approximately 96 days) over the initial contract period.

Job Requirements

  *   Design and implement SHERA’s private sector engagement strategy
  *   Create and disseminate written materials and oral presentations for prospective partners that highlight the CCRs’ research value, relevance to various technical fields and industry, and importance to the country in addressing development challenges; outline SHERA’s private sector engagement interests and objectives; and describe the various manners in which the private sector can be involved.
  *   Build relationships with internal team members, CCR points of contact, and relevant external stakeholders, including within the USAID Global Development Alliance (GDA) team and GOI.
  *   Cultivate relationships and represent the program with private sector officials.
  *   Manage and keep up-to-date a detailed database for all prospective and current partners.
  *   Support the SHERA Program Director and team in meetings, maintain records, and follow-up and design next steps to ensure a positive outcome of the engagements.
  *   Set up and lead communication and ensure consistency in strategy and messaging across the partnerships, and respond to inquiries from internal and external partners.
  *   Highlight private sector involvement at SHERA’s Annual Conferences, co-organize SHERA’s Private Sector Summit in Year 4, and coordinate other relevant events with internal and/or external stakeholders on an as-needed basis.
  *   Assist in developing partnership proposals and budgets.
  *   Identify, design and deliver targeted capacity building and one-on-one support to CCRs based on their private sector engagement needs and interests.
  *   Maintain communication with SHERA Program Director and provide updates on a periodic basis.
  *   Communicate on a regular basis with IIE home office team member(s) supporting SHERA’s private sector engagement to receive and provide updates and strategize on next steps.
  *   Provide general support to the SHERA Program Director and perform other work-related duties as needed

How to Apply

  *   This TOR is issued as a public notice to ensure that all interested, qualified and eligible individuals legally residing in Indonesia have a fair opportunity to submit proposals.
  *   The Offeror is requested to submit a proposal directly responsive to the terms, conditions and clauses of this TOR. The overall proposal shall consist of two (2) physically separated parts: Consultant Qualifications & Experience and Cost Proposal. Alternative proposals will not be considered. Proposals not conforming to this solicitation may be categorized as unacceptable and eliminated from further consideration.
  *   Offerors are allowed to submit only one proposal. If an Offeror participates in more than one proposal, all proposals involving the Offeror will be rejected.
  *   Proposals shall be written in English or the official language of the implementing country.
  *   Proposals must remain valid for a minimum of 120 (one hundred twenty) days. The Offeror may submit its proposal by the following means:

  *   The Offeror should submit its best proposal initially as IIE intends to evaluate proposals and make an award without discussions. However, IIE reserves the right to conduct discussions should IIE deem it necessary.
  *   Proposals must be clearly and concisely written and must describe and define the Offeror’s understanding and compliance with the requirements contained in the Statement of Work.


Consultant Qualifications and Experience

  *   Bachelor’s degree or equivalent professional experience
  *   5+ years of related experience developing and leveraging strategic private sector relationships
  *   Work experience in a technical research field and ability to explain technical material to a general audience is a plus
  *   Relevant training and/or facilitation experience
  *   Proven ability to deliver project outcomes
  *   Demonstrated ability to multi-task and innovate effectively in a dynamic environment
  *   Skills in building successful relationships with internal and external entities
  *   Excellent organizational skills
  *   Proficiency with various online data management platforms, such as Google Drive
  *   Proficiency in Bahasa and English (writing and speaking)
  *   The Consultant Qualifications and Experience part shall be limited to three (3) pages in total. Pages more than 3 pages will not be read or evaluated.


Detailed information should be presented only when required by specific TOR instructions. Items such as graphs, charts and tables may be used as appropriate but will be considered part of the page limitation. Resumes, bio-data sheets, references and dividers are not included in the page limitation. No material may be incorporated in the proposal by reference, attachment, appendix, etc. to circumvent the page limitation. The Consultant and Qualifications and Experience shall consist of:
A. Offeror Information:

  *   Individual’s legal name;
  *   Copy of national identification document; and
  *   Individual’s E-mail address, physical address and telephone number.
B. Technical Approach: In a narrative – not to exceed one (1) page – the Offeror will demonstrate its understanding, ability and overall approach to performing the requirements described in the Statement of Work, Activities & Tasks and Deliverables.
C. Capability Statement: A narrative – not to exceed one (1) page – that explains the Offeror’s capability to perform the scope of work, activities & tasks and deliverables. The Offeror will demonstrate it has the capability and knowledge to successfully comply with the TOR requirements and accomplish the expected results. A description of relevant trainings and qualifications, including CV, where applicable. CV is not included in the page length limit.
D. Past Performance: Not to exceed two (2) pages, the Offeror will submit a list of current and past similar work and assignments completed in the past five years that were similar in size, scope and complexity – preferably in areas listed in the SOW.
E. References: References from a minimum of two (2) clients worked with in the past two years on activities like this scope of work. Include the contact information: company or organization, name, phone number and email.
