Proposal Summary:
The anticipated, four-year
USAID-funded HARMONI activity will promote tolerance and inclusion and reduce
the risk of violent extremism. HARMONI will focus support on interventions that
are narrowly targeted towards communities and individuals most at risk of
radicalization, with an explicit mandate to build the resilience of key
Indonesian institutions – governmental, civil society, religious, and
community-based – that represent the frontline in preventing violent extremism
in Indonesia. The project will focus on at-risk communities and vulnerable
population groups.

Position Summary:
The Deputy Chief
of Party (DCOP) will support the Chief of Party (COP) in overall project
leadership, management and technical direction of the Harmoni project. S/he
will also oversee the effective operation of finance, human resources, security
and logistics/travel and procurement functions, ensuring these functions are
fully aligned with programmatic priorities and objectives.
This is a long-term, full-time position
based in Jakarta. MSI expects that the Harmoni project will begin in July 2018.
Responsibilities:

Provide support to the COP and technical team with implementation,
management, client engagement and coordination between partners, government
counterparts, and other implementing partners.
·
Oversee the effective operation of human resources, finance,
grants, procurement and other office administration functions. Work with
functional directors to ensure that these units’ activities are working in
harmony with the technical objectives and are in compliance with MSI and USAID
policies/regulations.

Contribute to the overall program planning, monitoring, and
reporting to assess project’s progress. Coordinate communication with project
partners.

Work with the M&E officer to review and refine M&E plans
and data collection tools and contributing to periodic reports.
·
Serve as Acting COP in his/her absence.
Qualifications:
·
Master’s
degree in a relevant subject such as development studies, business
administration or a social science.
·
Minimum
of eight (8) years professional experience in international development with at
least four years of experience in leadership positions managing development
project operations in a programmatic and/or operational capacity.
·
At
least three years of dedicated experience managing operations and financial
administration of USAID-funded projects. Experience overseeing procurements,
grants and service contracts in compliance with donor regulations, with
knowledge of USAID regulations.
·
Demonstrated
experience in programs requiring community-level engagement.
·
Strong
leadership and communication skills and ability to manage and be flexible in
difficult and challenging circumstances.
·
Fluency
in spoken and written English and Bahasa.
