Raoul Wallenberg Institute is looking for Lead Researcher for A
Regional Research Project on Human Right Cities in the Asia and
Pacific Region - to be based in Jakarta

Purpose of the position

- The Lead Researcher primary responsibility is to ensure that
the regional research on human rights cities delivers a quality result
applies a credible process in intensive coordination with RWI’s
experts in Lund – Sweden under the supervision of designated Senior
Programme Officer.

- This is a part time job in nature, around 10-15 days per
month, but with a clear deliverables and timeline, and based in
Jakarta - Indonesia. The research is planned for 12 – 18 months from
July 2018 – December 2019.

Duties and Responsibilities of The Lead Researcher

- Responsible for 6-8 researchers from across countries in the
Asia & Pacific region that will submit agreed deliverables within the
timeframe.

- Lead the RWI’s regional research on human right cities in the
Asia and Pacific region. The key questions for the research are: 1)
What are the challenges and potential of the development of human
rights and local government, and the concept of human rights cities in
the region?; 2) How is the ongoing process of the development of
international and regional principles and standards for the role of
local government in human rights protection?; 3)How is the link
between human rights and local government and the concept of human
rights cities and the sustainability agenda, especially the SDGs, and
the role of local government?; 4) What is the regional level supports
required to enhance the development and promotion of human rights
cities?

- Draft concept note, and the term of reference for the
research which consists of key questions, methodology, timeframe, and
budget for further discussion and agreement with the Director of RWI
for Asia and Pacific Programme or with the person designated for this
purpose. The methodology will include the method to select the
cities/countries for the study. Following the selection of the
cities/countries, the lead researcher will draft term of reference for
recruiting researchers from the country where the research will be
conducted, and in a coordination with designated persons from RWI will
recruit the researchers.

- Consult and develop the research plan with the research team
members in a joint meeting in early December of 2018.

- Lead the research team consists of researchers from across
targeted countries to conduct the research as described in the agreed
term of refence of the research.

- Represent RWI in relevant forums and occasions as assigned by
the Director of RWI for Asia Pacific.

Qualifications

- At least 10 years of documented experience and a proven,
successful track record in the field of human rights

- Experience in leading complex research projects involving
researchers from several countries

- PhD in human rights, social science, development, public
administration, or related field

- Extensive research and publications, preferably related to
human rights and/or the role of local government in the Asia Pacific
Region

- Significant experience working in the Asia & Pacific Region

- Ability to thrive under pressure and function effectively
while managing multiple tasks simultaneously. Strong organizational
skills.

- Excellent reporting and presentation skill in English

- Excellent interpersonal skills, with the ability to function
effectively and collaboratively in a team environment, including the
willingness to share information and best practices.

About the Organisation

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law
(RWI) is an independent academic institution established in 1984. RWI
has since 1990 carried out a wide range of research, academic
education, and institutional capacity development programmes
internationally in the human rights field, mainly with the support of
Swedish Development Cooperation.

The RWI office in Jakarta manages bilateral cooperation in Indonesia
and regional interventions in Asia and the Pacific. A main current
task of the office is to coordinate the implementation of a new
regional programme (2017-2021) which focuses on linkages between human
rights and environment and climate change, and on human rights and
gender equality in the framework of Agenda 2030. The programme will
support research, intersectoral synergies, and access to justice in
the above fields, approached from the perspectives of RWI’s four
thematic focus areas: human rights and economic globalisation,
inclusive societies, people on the move, and fair and efficient
justice.
