Project Summary:
The four-year USAID-funded
Harmoni activity will promote tolerance and inclusion and reduce the risk of
violent extremism. Harmoni will focus support on interventions that are
narrowly targeted towards communities and individuals most at risk of radicalization,
with a mandate to build the resilience of key Indonesian institutions –
governmental, civil society, religious, and community-based – that represent
the frontline in preventing violent extremism in Indonesia.

based in the Harmoni HQ in Jakarta

Position Summary:
The Office and Human Resources Manager will
provide strategic HR input for effective planning and management. S/he will be
responsible for managing all human resources functions for Harmoni office(s) in
Indonesia. S/he will report directly to the Deputy Chief of Party (DCOP) and
will work cooperatively with project employees and partner organizations to contribute
to the success of Harmoni.
Responsibilities:
·
Oversee
and manage the effective staffing and operations of the Harmoni Jakarta HQ
office and any regional offices, in coordination with the DCOP, home office,
and other team members.
·
Play
a key role in effective HR planning of all long-term and short-term positions
under Harmoni.
·
Finalize
recruitment strategy with the Senior Management Team and MSI home office, and execute
an effective recruitment plan of all long- and short-term staffing needs.
·
Plan
and execute orientation and induction of all new staff to Harmoni policies and
procedures.
·
Introduce
and enforce effective project staff performance systems.
·
Plan
and oversee staff training and development opportunities when needed.
·
Help
ensure Harmoni’s full compliance with local labor laws, USAID regulations, and
MSI policies; update HR policies as required, in coordination with Senior
Management Team and home office.
·
Review
and provide input on HR policies and strategies and hold sessions on policy
changes for project staff accordingly.
·
Conduct
periodic salary reviews and benefits policies for local staff in order to
attract and retain highly skilled staff.
·
Oversee
and ensure smooth contractual execution of all short-term technical assistance
contracts (STTA/consultant agreements).
·
Monitor
staff probationary periods and coordinate performance evaluations with line
managers.
·
Work
closely with the MSI home office team to finalize staff agreements and contract
extensions.
·
Manage
local employee benefits and ensure that all MSI employees have health insurance
coverage.
·
Facilitate
and ensure full compliance of Harmoni staff timesheets reporting and submission
procedures.
·
Advise
managers on how to maintain healthy employee relations and a positive work
environment, providing staff the chance to discuss their work related problems
and concerns.

Advise
the DCOP and Senior Management Team on project HR issues and Indonesia MES policies in view of Indonesian
labor and employment laws.
·
Directly
supervise Harmoni operational and administrative staff, as requested.
·
Perform
other tasks as assigned by the DCOP and COP, as needed.
Required
Qualifications:
·
University
degree and minimum 10 years professional experience as an office, HR, and/or
operations manager for an international organization or donor program.
Experience on USAID-funded programs required.
·
Deep
knowledge of relevant Indonesian laws and regulations related to HR, office
operations, international organization registration, and related areas.
·
Deep
knowledge of relevant USAID rules and regulations related to HR, office
operations, procurement, international organization registration in Indonesia,
and related areas.
·
Minimum 5 years experience
supervising operational and/or HR staff for international programs or
organizations.
·
Excellent organizational
skills and attention to detail.
·
Ability to work effectively
on multiple tasks simultaneously, completing products on time and at the
required quality standard.
·
Strong interpersonal
skills; ability to work effectively as a team member.
·
Excellent writing and
communications skills.
·
Fluent spoken English;
strong written English.
·
Fluency with MS Office
software applications.
