Program Officer, USAID CEGAH, Jakarta



Project Summary:
USAID CEGAH, is a 5-year program dedicated towards strengthening Indonesia’s Community of Accountability. This includes components on rule of law strengthening, accountability and anti-corruption, public service integrity, access to information and civil society strengthening. The program, currently in its third year, is expanding its programming to the cross-section of anti-corruption and countering of violent extremism and radical social movements and is seeking a Program Officer.  The project is implemented by Management Systems International (MSI).


Position Summary:
The Program Officer (PO) position is held by a senior experienced staff whose acquired knowledge and skills enable him/her to independently undertake diverse work assignments (e.g. database management, actively engage in program activities, major event/course planning, etc). Work requires extensive coordination with team members in CEGAH to ensure successful performance of the program as detailed in the annual work plan. The PO will be expected to support the work of the Program Manager while independently liaising with the implementation level of partner government agencies and CSOs.

Responsibilities:     
·       Assist Program Manager to develop or adjust anti corruption initiatives and annual work plans intended to reduce the ability of violent extremism and radical social movements actors to organize and operate.
·       Assist the Program Manager in proposing and negotiating collaborative initiatives with government and non governmental partners as to generate outputs and outcome desired under the project.
·       Ensure timely implementation of activities, in accordance with project schedules issued by the Program Manager.
·       Assist Program Manager and other Senior Technical staffs in the planning, coordination, and arrangement of steps necessary for successful conduct of events such as seminars/conferences, trainings, meetings, presentations, and others (including, when necessary, travel and hotel arrangements, and trip itineraries). Ensure attendance lists, materials, and equipment are prepared and made available.
·       Assist the Program Manager in mapping, fostering and maintaining individual and organizational networks that can contribute to the achievement of project objectives.  
·       Collect and provide necessary information to the project team and partners that can contribute to good quality of planning, organizing, and monitoring of all aspects of project implementation.
·       Support the Program Coordinator in writing quarterly, semi-annual and annual project reports.
·       Provide advice to Program Assistants
·       Maintain an efficient filing system for all administrative and operational records.
·       Perform other duties and responsibilities assigned by Program Manager and other Senior Technical Staffs.


General provisions and limitations:
·       All final decisions related to this Project are made by the COP and authorized MSI/HQ personnel.
·       Any communication with USAID is under the authority of the COP and authorized MSI/HQ personnel.

Qualifications: 
·       Minimum of 3 year’s work experiences in designing and implementing international development programs  
·       Bachelor (S1) degree in relevant field of work or related studies
·       Good management and administrative skills
·       Have the capacity to work both independently as well as in a team setting
·       Willing to undertake field travel and work under demanding conditions
·       Ability to establish priorities and undertake assigned tasks with minimum supervision
·       Ability to effectively address multiple tasks
·       Proficient in spoken and written English, and in the use of MS Office Software
