SEA Project Marine Biodiversity Conservation/Marine Protected Area Advisor

OBJECTIVE
The Marine Biodiversity Conservation/MPA Advisor will work together with the existing Advisor for implementing marine biodiversity conservation activities across all components and in particular lead the marine protected area component of the SEA Project.

TASKS
The Marine Biodiversity Conservation/MPA Advisor will:
  • Advise and support the COP and DCOP in the development and implementation of a comprehensive strategy for marine biodiversity conservation of SEA target districts that focuses on the planning and implementation of Marine Protected Areas.
  • Ensure that the agreed strategies for marine biodiversity conservation are reflected in the annual SEA work plan through activities that will lead to measureable outputs.
  • Serve as a one of the liaisons between the SEA Project and the MMAF on marine biodiversity conservation and MPA establishment and management issues.
  • Supervise STTA where appropriate.
  • Work with and learn from the existing Marine Biodiversity/MPA Advisor to prepare for the transition to the full Marine Biodiversity/MPA Advisor role in Year 4.
  • Report to the Chief of Party and provide technical direction to the field-based staff (e.g. Regional Technical Advisors and monitoring staff; and partners).
  • Assist with other SEA project requirements as needed such as development of fact sheets, providing input to other communication products, editing of key technical documents, writing substantive reports on lessons learned etc.
Specific outputs/results expected during assignment will be:
  • Ensure that the FY19 (3rd year) SEA work plan and those for FY20 and beyond addresses marine biodiversity activities for MPA development and implementation.
  • Recruit, train and mentor any additional MPA related staff who may be needed during years 4 and 5 of the SEA Project.
  • Ensure that all SEA partners responsible for MPA planning and management are undertaking the required activities to improve the management effectiveness of SEA MPAs in its 3 provinces.
  • Mentor SEA partners and staff to ensure that their data management systems can effectively track SEA MPA indicators.
  • Spend at least 30% of time in field sites working with SEA Partner staff in MPA sites.
  • Coordinate with other SEA advisors to ensure that the MPA work and deliverables are on track and well integrated with fisheries aspects of the SEA Project.
  • Submit quarter, annual and other report inputs in a timely manner.
  • Perform other related tasks to contribute to the success of SEA Project   

QUALIFICATION
Education:
University degree in coastal and marine resources management, fisheries, or related field.   Relevant experience and another university degree may substitute for the degrees mentioned.  Master or PhD degree holder is required

Work Experience :
Ten-fifteen year experience working on project/activities in fisheries, conservation of marine resources, or related field.
Must be familiar with the Government of Indonesia’s system, at the national and provincial level.
Must be familiar with working with USAID system procedures and requirements.
Must be familiar working with NGO in general.    
Fluent in Bahasa Indonesia and professional proficiency in oral and written English

General :
Able to work under pressure and tight deadlines.
High degree of adaptability to varied working environments and good interpersonal and teamwork skills to effectively work with a diverse group.
Good computer skills, including internet and email.
