DESCRIPTION:
Background
Yayasan
Mercy Corps Indonesia’s AgriFin Mobile Program will end on 31 August
2018. Over the past six years, the AgriFin Mobile program has developed
and facilitated two business models in partnership with the private
sector, government, farmer institutions, and local traders:
- Agriculture Financing Model for Corn farmers in Sumbawa Island, and
- Bundle of Branchless Banking and Loans for Smallholder Farmers in Malang, Banyuwangi and Southeast Aceh Districts and Lombok Island.
In
Malang District, AgriFin Mobile program through branchless banking
model have achieved different results among men and women. In June 2016,
7 agents (5 male and 2 female) have been supports and reached 1,308
farmers in seven villages (57% are women) and 20% are active users where
mostly women farmers (52%). While in May 2017, 15 agents (10 male and 5
female) have been supports and reached 5,575 farmers clients 15
villages, where 61% are women and 60% of the 3,805 active users are
women.
Numbers
of evidences of the branchless banking business case has achieved
particularly with regard to gender equality and social inclusion (GESI)
aspect. These evidences of the business case represented significant
gender achievement that need to be better structure through a
participatory gender study to get stronger understanding of the context,
approach, differences and other potential lessons learned. Through
participatory gender impact study, key questions will be developed and
answered to enable program beneficiaries and partners understand the
drivers of change particularly with potential gender impact and result
through key questions as below:
- What gender aspect works for mobile financial services clients?
- What led them to equal access to financial services?
- How access to finance affects their gender dynamic and household economy?
- What challenges faced to achieve significant gender result; equal access?
- What lessons learned gained in achieving those significant gender results?
- What practical framework and approach that Yayasan Mercy Corps Indonesia need to learn on gender in the future for the similar program?
Purpose
Assist
a Lead Researcher who is responsible for overall preparation,
coordination, and implementation of the impact assessment, especially
for the impact assessment methodology, survey tools, data analysis and
report writing.
Key Activities
- Develop an impact assessment design and methodology;
- Develop survey questionnaire;
- Develop output tables and assist the data analysis;
- With a Lead Researcher, prepare an impact assessment report;
- Other duties as assigned by a Lead Researcher and Indonesia AgriFin Program Director.
Deliverables
- An impact assessment design and methodology.
- Survey questionnaire.
- Output tables and input for the data analysis.
- An impact assessment report.
Necessary Skills/Qualifications
- Minimum 2 years experiences working in Branchless Banking Sector in Indonesia and an Impact Assessment.
- Experience working with commercial banks would be an advantage.
- Strong writing and editing skills, both in Bahasa and in English.
- Ability to work promptly and deliver program deliverables on tight deadline.
- Excellent attention to detail.
- Fully computer literate and a statistic data processing software is an advantage.
Timeframe
The Consultant shall complete the duties described in the scope of work from July 16th, 2018 – August 31th, 2018.
Yayasan Mercy Corps Indonesia will provide the consultant with all existing documentation related to the TOR upon request.
Compensation and Payment
The
Consultant will receive IDR ___ lump sum (not include travel expenses
to project locations) for services provided under this agreement.
Yayasan
Mercy Corps Indonesia will pay the Consultant after receipt and
approval of the Consultant’s Time Sheet, Invoice and deliverables, as
noted above.
