CRS
has been supporting program activities in the Indonesia since 1957 and has
long-standing relationships with the Government of Indonesia, the Church and
non-Church partners and communities throughout the country. The Indonesia
country program has a diverse funding base with projects in food security and
agricultural livelihoods, emergency preparedness and response programs, and
capacity building program for partners.
The purpose of this position is to provide technical
support to the target partner organizations in the strengthening and/or
creation of organizational policies on Protection Against Sexual Abuse and
Exploitation and accompaniment to ensure that the policies are in accordance
with and applicable to local context and consistently implemented by all staff
of the organizations
The Senior Project Officer will provide
technical support, leadership and guidance in all matters pertaining to Protection
Against Sexual Abuse and Exploitation policies through training for the partner
organizations’ leadership team on protection, and help the organization in
mainstreaming protection policies and principles into their existing programs
and operations, including inclusion of protection principles in the organizations’
Human Resource management policy and manuals.
The SPO will work closely with the Gender
Specialist to develop and deliver the training programs, and with the SPO for
Monitoring, Evaluation, Accountability and Learning (MEAL) to develop M&E
system and procedures to best track the progress of the activities at the
partner level.
CRS/Indonesia is currently hiring for Senior Project Officer Protection to be based in Jakarta. This
position will report to Country Manager.
Job
Responsibilities:
·
Review the approved final project proposal and
develop plan for dissemination of the information in the proposal to the target
partner organizations
·
Work with CRS’ Humanitarian Response
Department in the planning and commencement of the project’ kick-off workshop
·
Take the lead in the development of the
project’ Detail Implementation Plan (DIP) with the target organizations.
·
Organize and lead the implementation of all
assigned project activities as outlined in the DIP in line with CRS program quality principles and
standards, donor requirements, and good practices.
·
Work closely with CRS Gender Specialist to
design and develop the most effective training program on Protection against
sexual abuse and exploitation for the partners.
·
Facilitate protection training activities for
the target partner organizations’ leadership team and staff
·
Provide technical support and accompaniment to
the target partner organizations’ Human Resource staff in the review and
inclusion of protection principles into the organizations’ existing Personnel
Manual
·
Provide technical support to the target
partner organizations in the development of protection messages for
dissemination in the partners’ respective target communities.
·
Work with the SPO-MEAL to develop the
project’s MEAL plan, tools and schedule.
·
Coordinate with the SPO-MEAL to ensure that
the project MEAL activities are conducted timely
·
In coordination with the SPO-MEAL, develop the
project report according to donor’s requirement, report template and schedule,
and provide/present case study, human interest story and promising practices as
appropriate.
·
Support accountability through coordinating
project evaluation activities and guiding partners in their efforts to reflect
on project experiences. Analyze implementation challenges and report any
inconsistencies and/or gaps to inform adjustments to plans and implementation
schedules.
·
Ensure proper tracking of the project budget
through periodic budget reviews and forecasting.
·
Serve as CRS representative in Protection
program network and/or cluster at national and local level
·
Coordinate and
oversee working relationships with all project stakeholders and serve as the
liaison between them and the project team to promote project activities and
impact
·
Coordinate with the sub-regional Head of
Programs and/or the global Project Coordinator in HRD in the development of the
project DIP and regular project report.
Typical Background, Experience & Requirements:
Education and Experience
·
Bachelor's Degree required. Degree in International Relations, Gender, Social Science, Development
or related field.
·
Broad knowledge in protection against sexual
abuse and exploitation issues, and broad experience and skill in mainstreaming protection
issues in development programs are required
·
Minimum of three years relevant work
experience with progressive responsibilities, ideally
with an
international NGO. Minimum of two years relevant field-based experience in
either Gender or Protection.
·
Broad knowledge and strong skill on staff
capacity building and organizational capacity strengthening
·
Proven track of strong facilitation and
training delivery skills.
·
Experience working with partners,
participatory action planning and community engagement.
·
Experience with
program monitoring, evaluation, accountability and learning.
·
Experience and
skills in
networking and relations with peer organizations, faith-based and
civil society partners.
Understanding of partnership principles.
·
Proficient in MS Office packages (Excel, Word,
PowerPoint), web conferencing applications, information and budget management
systems, and knowledge-sharing networks.

Required Foreign Language: Proficiency in

Travel Required
CRS Indonesia
currently working in DKI Jakarta, West Java, NTT, East Java, Bali and Lombok,
Central Kalimantan and Central Sulawesi on disaster preparedness and climate
change adaptation project. In the event of a CRS emergency response, all CRS
Indonesia staff may be requested to travel to CRS project areas if necessary
and/or deployed to other parts of the country.
