Description:
FHI 360 is seeking a Deputy Chief of
Party for an upcoming civil society strengthening project in Indonesia. The project will focus on capacity
development of civil society organizations to improve governance and service
delivery at the district level and below.
Indonesian nationals are especially encouraged

Position Description:
The DCOP will support the COP in overseeing
project implementation and will have provide technical and management
leadership. The Deputy Chief of Party will be based in Jakarta, Indonesia and
s/he must be willing to travel to other provinces as required.
Job Summary /
Responsibilities:
· Provide technical and
management leadership, develop technical strategies and oversee
the
design and implementation of the technical assistance to grantees and stakeholders.
· Oversee the quality of
all technical aspects of the Project, including the management of subcontractors
and short-term consultants.
· Assist with the
management, development and monitoring of PI work plans and budgets; ensures
appropriate levels of technical assistance for interventions.
· Perform other duties
assigned by the COP and represents the project in the absence of the COP.
Qualifications:
· Master’s degree in
international development, education, monitoring and evaluation methodologies
or a related field required;
· Minimum 7 years of
experience required in the design, management and implementation of
international development projects;
· Demonstrated experience
required in performance monitoring, tracking data quality, data management,
and/or training in performance management topics
· Demonstrated ability to
manage projects, consultants, set realistic priorities, and plan for
the
successful implementation of programs required.
Demonstrated
ability to work well with others and to develop and maintain compatibility among
project staff, subcontractors, consultants, and recipients of assistance
required.
Excellent
written and oral communication skills in English and Bahasa Indonesia required.

seeking a Monitoring and Evaluation Manager for an upcoming civil society
strengthening project in Indonesia. The
project will focus on capacity development of civil society organizations to
improve governance and service delivery at the district level and below.
Position
Description:
The Monitoring and Evaluation
Manager will provide technical leadership to capture program intervention
results, ensure high-quality, timely, valid and verifiable data collection and
analysis, and develop and implement a learning agenda to inform policy makers
and other stakeholders of the lessons learned. This individual shall be
responsible for the knowledge management aspect of the project, collecting and
aggregating methods, lessons, and results from across the partner organizations.
The M&E Manager will provide technical guidance by designing and developing
M&E systems and procedures for funded programs. This includes establishing
key components of an M&E system including data collection, analysis, and
reporting on key output, outcome and impact indicators for the program.
Job Summary / Responsibilities:
- Lead development and dissemination of evidence-based tools, materials, reports, papers, and interventions within the project.
- Oversee and directly contribute to the development and implementation of M&E tools and systems to improve ability to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
- Develop and support the design and implementation of end of project evaluations, surveys and other components of the program M&E system.
- Develop high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
- Provide training to staff, primary stakeholders, and implementing partners on M&E components in project design; such as monitoring plan, assessments, reviews, surveys and evaluations.
- Design program learning plan and organize trainings in M&E and program learning goals, objectives, and findings to consortium partners and stakeholders.
- Identify best practices for documentation as success stories, technical reports, or peer review publications and reviews surveillance, research and evaluation publications prior to release to stakeholders.
- Provide ongoing oversight and technical assistance to national partners in designing and implementing evaluation activities for capacity building..
- Provide quality and timely submission of all required project reports.
Qualifications:
- Degree (post-graduate or higher) in relevant subject with strong grounding in quantitative and qualitative research methods;
- Knowledge of statistical methods required;
- At least - 5-8 years working experience (although ten years is preferred) including:
- Five (5) years prior experience leading monitoring and evaluation research teams in large international programs; and
- Five (5) years prior experience conducting quantitative and qualitative research in field-based positions.
- Fluency in Indonesian and English required.

project will focus on capacity development of civil society organizations to

Position
Description:
The position shall work under the leadership of the Chief of Party and
will support civil society organizations to manage, implement, and support
national-level public policy advocacy initiatives. Availability of position is
contingent upon award to FHI 360.
The Advocacy Specialist will:
· Provides support for
legal analysis, research and legislative drafting
· Lead stakeholder
consultations and generate opportunities for dialogue
· Provide expertise for
all rights-based programming, including training, mentoring, technical
assistance and the establishment of communities of practice
· Provide technical
assistance to grantees as required
·
Manages and oversees the development of
projects from initiation to completion.
·
Manages public policy and communications
project staff in coordinating and managing the implementation of project
activities, delivering quality and accountability.
·
Provide guidance and monitoring for
project staff, ensuring clarity over project plans and priorities and
encouraging effective team work.
·
Develops best practices and tools for
project execution and management.
·
Defines project scope, goals, and
deliverables that support business goals and strategic vision of management..
·
Develops and delivers project plans,
documentation, training, presentations and budget proposals to management and
staff.
·
Identifies and resolves project issues
and implements improvement plans to ensure project stays on schedule and within
budget.
·
Coaches, mentors, and manages project
team to ensure quality, efficiency and compliance with project and company
standards/policies.
·
Builds, develops, and grows partnerships
vital to the success of the project.
Qualifications:
· At least 8-10 years senior level experience in
civil society, governance, organizational capacity building, advocacy, rule of
law, or other related DG sectors;
· Demonstrated ability to think strategically and
navigate politically sensitive terrain;
· Familiarity with USAID programming, rules and
regulations required, with experience managing sub-grants components preferred
· Professional proficiency in English required,
including excellent written communication skills.
· Experience generating and facilitating
government – civil society dialogue.
· Experience with designing and drafting CSO
related legislation
· Knowledge of the Indonesian legal context,
especially related to civil society, preferred
