Energising
Development (EnDev) Indonesia project is an integral part of a global programme
to support provision of energy access. Since 2006 it has carved out a
streamlined, cost-effective support methodology to complement public and
private rural electrification initiatives. The project is jointly implemented
by GIZ and Directorate General of New and Renewable Energy (DJ EBTKE) under the
Ministry of Energy and Mineral Resources (KESDM). It is part of the GIZ Energy
Programme which commits to support the implementation of renewable energy and
energy conservation initiatives in the country.
EnDev Indonesia
specialises in rural electrification through renewable energy powered
mini-grids, of which the systems are operated, maintained, and managed directly
by the community. The mini-grid infrastructures are mostly funded by the
Indonesian Government through various ministries and local government offices.
The cooperation aims to improve sustainability of rural electricity
infrastructures and to institutionalise knowledge and experiences to the local
actors.
In May 2018, the
EnDev Governing Board approved the upscaling proposal which provides additional
funding and implementation period to be extended until August 2019. The
indicators are upgraded to now support access to modern energy for 228,000
people in rural areas, 1,350 social infrastructures such as schools and health
centres, as well as 2,350 rural businesses through productive uses of energy.
The new phase of
EnDev Indonesia will cover five main project components i.e. 1) technical
performance monitoring, 2) smart tariff payment system, 3) productive use of
energy, 4) technical service provider, and 5) gender equality. The project is
designed in the form of pilot in provincial and village level as well as policy
recommendation in national level.
We seek a qualified Indonesian candidate
for
Senior Advisor (Project
Manager)
A. Responsibilities
·
Manage and
supervise the implementation of off-grid rural electrification projects within
the GIZ, which includes EnDev Indonesia and ELREN projects.
·
Autonomously
coordinate, manage and control all day-to-day activities of the EnDev Indonesia
project in pursuance of its objectives, deliverables and outputs.
Independently, but in consultation, identify, initiate and implement activities
and/or initiatives; this shall include strategic planning, drafting the budget
(for subsequent finalisation by Principal Advisor), resource deployment, staff
supervision, monitoring, controlling and reporting.

Co-coordinate
and co-manage with the Consultant’s Team Leader the implementation of ELREN
project in pursuance of its objectives, deliverables and outputs.
·
Represent the
off-grid rural electrification projects (EnDev Indonesia and ELREN)
specifically and the energy programme generally, where appropriate, at national
and international fora, workshops, meetings and events.
·
Become the
main contact person of both off-grid rural electrification projects toward the
counterpart and relevant partners.
·
Liaise with
key stakeholders, which specifically include the project funding agency (EnDev
Global, GIZ HQ) and the counterpart (DJEBTKE), and develop close working-level
connection with relevant national and international stakeholders.
·
Coordinate,
compile and submit any required regular project documentation such as
monitoring and progress reports, identify and support any further compilations
of knowledge materials.
·
Supervise a
minimum six (6) staff as determined by the Principal Advisor, which shall
include conducting annual staff talks in conjunction with the Principal
Advisor. This includes the cross-cutting staff on communication and multimedia
who work for several projects within the GIZ Energy Programme.
Within this context, s/he fulfils the following
tasks:
B. Tasks
1. Management and Coordination
·
Manage and coordinate
day-to-day the EnDev Indonesia project activities, including administrative
duties such as authorizing bank transactions and releasing payments, in
coordination with GIZ Energy Programme head of administration and finance.

Manage the implementation of
ELREN project activities, ensuring synchronisation and alignment between two
off-grid rural electrification projects.
·
Identify needs for external
support and advice (from GIZ), elaborate policy recommendations and develop
strategic answers to issues in the sector.
·
Develop terms of references,
and supervision/management of contracted third parties.
·
Monitor project progress,
review reports and documents concerning the progress of collaborative
projects/programs, determine bottlenecks and recommend alternative courses of
management action to the Principal Advisor and other senior staff of the
project.
·
In consultation with the
Principal Advisor, independently identify and define, and strategize and
coordinate the implementation of activities of the off-grid projects.
·
Participate in the regular
management meeting of Energy Programme and actively pursue cooperation and
synergy between projects within Energy Programme.
2. Networking and Cooperation
·
Maintain and develop close
contacts to relevant national and international stakeholders.
·
Represent the project on
national and international fora.
·
Act as the focal point for all
communication between Energising Development Global and EnDev Indonesia
project.
·
Act as the focal point for
communication between counterpart and main partners of EnDev Indonesia and
ELREN projects.
·
Conduct field visits
(independently or as part of a team) to regions in accordance with requirements
of the project.
·
Actively identify synergies
and partnerships in further development of Energy Programme.
·
Foster dialogue and synergy
with stakeholders such as private industry, NGOs, other GoI institutions and
relevant projects (both GIZ financed and others), as well as other implementing
agencies of sustainable development cooperation.
·
Formalise cooperation with
suitable partners, through memoranda of understanding and other agreements.

Knowledge Management
·
Independently compile
reports/publications used in EnDev Indonesia project, including annual reports,
monitoring reports, study reports, and other documents relevant to the
project’s objectives.
·
Develop concepts including
guidelines, manuals, and procedures for rural electrification
·
Coordinate the project’s
knowledge management and undertake public relations initiatives within the
project, in close liaison with the relevant PR coordinator(s) and Principal
Advisor.
·
Compile draft reporting to the
management of Energising Development Global, to be finalised by the Principal
Advisor.
·
Prepare presentation materials
such as brochures, factsheets, and power-point presentations.
·
Stay abreast of developments
in global and Indonesian rural electrification approaches.
4. Other Duties / Additional Tasks
Subject to discussion with the
Principal Advisor and in consideration of current responsibilities, the Senior
Advisor (Project Manager) may be allocated additional tasks and other duties
for short periods, relevant to rural electrification in Indonesia.
Required qualifications, competences and experience

Minimum master’s degree in
science, engineering, economic, or management, and to demonstrate interest in
and knowledge of topics in renewable energy and rural electrification;
·
At least 5 years relevant experience in sustainable development and managerial position in
international cooperation;
·
At least 3 years of experience in renewable
energy or rural electrification
·
Demonstrate interest in and knowledge of
renewable energy topic;
·
Have relevant skills on renewable energy
technologies and rural electrification in particular;
·
Excellent command of MS-Office, especially
Excel application, some knowledge of maintaining web pages;
·
Fluent in English including drafting
and writing capabilities;
·
Fluent in Bahasa Indonesia, ideally a knowledge of
German;
·
Willingness to up-skill as required by the tasks to be
performed – corresponding measures is agreed with management.
