GIZ Indonesia for the Energizing Development (EnDev) Indonesia project: Junior Advisor (Renewable Energy)

Energising Development (EnDev) Indonesia project is an integral part of a global programme to support provision of energy access. Since 2006 it has carved out a streamlined, cost-effective support methodology to complement public and private rural electrification initiatives. The project is jointly implemented by GIZ and Directorate General of New and Renewable Energy (DJ EBTKE) under the Ministry of Energy and Mineral Resources (KESDM). It is part of the GIZ Energy Programme which commits to support the implementation of renewable energy and energy conservation initiatives in the country.

EnDev Indonesia specialises in rural electrification through renewable energy powered mini-grids, of which the systems are operated, maintained, and managed directly by the community. The mini-grid infrastructures are mostly funded by the Indonesian Government through various ministries and local government offices. The cooperation aims to improve sustainability of rural electricity infrastructures and to institutionalise knowledge and experiences to the local actors.

In May 2018, the EnDev Governing Board approved the upscaling proposal which provides additional funding and implementation period to be extended until August 2019. The indicators are upgraded to now support access to modern energy for 228,000 people in rural areas, 1,350 social infrastructures such as schools and health centres, as well as 2,350 rural businesses through productive uses of energy.

The new phase of EnDev Indonesia will cover five main project components i.e. 1) technical performance monitoring, 2) smart tariff payment system, 3) productive use of energy, 4) technical service provider, and 5) gender equality. The project is designed in the form of pilot in provincial and village level as well as policy recommendation in national level.

The Junior Advisor will be responsible mainly to support the implementation of project component (1), (2), and (3). Additionally, s/he will also be assigned to support the general sustainability monitoring tasks.

Junior Advisor (Renewable Energy)

A.   Responsibilities

Management and Coordination

·         Participate in identifying needs for external support, assist in elaborating policy recommendations and develop strategic answers to issues in the sector.

·         Support the preparation and implementation of monitoring and evaluation.

·         Monitor and report the implementation progress, review reports and documents concerning the progress of collaborative projects, determine bottlenecks and recommend alternative courses of management action to the Project Manager and other senior staff.

·         Assist in developing terms of references and supervision/management of contracted third parties.

Networking and Cooperation

·         Stay abreast of the development in renewable energy, in particularly in the solar power sector, and additionally in micro hydro power and bioenergy sector in Indonesia.

·         Maintain and develop contacts, in cooperation with senior staff, to relevant Government of Indonesia (GoI) counterparts, target communities and relevant service providers.

·         Initialise cooperation with relevant stakeholders.

·         Conduct field visits (independently or as part of a team) to regions in accordance with requirements of the project.

·         Coordinate and cooperate closely with the other GIZ projects under Energy Programme.

·         Represent the project in meetings, workshops and other professional fora.

Knowledge Management

·         Independently prepare and provide input for reports/publications used in the project, including progress reports, annual reports, proposals, terms of references, and contribute to other reports as required by the project.

·         Assist with reporting to the EnDev Programme Management team and GIZ Headquarters.

·         Contribute in developing concepts including guidelines, manuals, procedures, and lessons learned regarding rural electrification.

·         Prepare materials such as power-point presentations, brochures and factsheets.

Within this context, s/he fulfils the following tasks:

B.  Tasks

1.  General monitoring and evaluation of key performance indicators which includes:

-     Prepare the project’s monitoring and evaluation.

-     Support the consolidation of monitoring data into a comprehensive IT system.

-     Integration to the counterpart’s monitoring system, this includes supporting the counterpart’s initiative in monitoring and reporting of renewable energy infrastructure development and/or performance.

-     Support in designing mechanism for data reporting on rural electrification using renewable energy projects in Indonesia.

-     Conduct data collection from other related stakeholders.

2.   Project component (1) technical performance monitoring, which includes:

-     Support the monitoring initiative via various platforms and mechanisms, including digital technology.

-     Support the development of mechanism to collect and analyse data.

-     Support the initiative to disseminate information to beneficiary communities.

3.   Project component (2) smart tariff payment system, which includes:

-     Support in driving the implementation of pilot in selected villages for the installation of digital tariff payment system(s).

-     Analyse and evaluate the implementation of the pilot.

4.  Project component (3) productive use of energy, particularly (but not limited to) to the implementation of solar ice maker pilot which is jointly implemented with other projects in Energy programme. The tasks include:

-     Liaise with partners for preparation, construction and installation of productive uses of energy in pilot area, this includes but not limited to the solar ice maker project.

-     Explore the financing-related activities for the pilot(s), including liaise with potential funders.

-     Support the partner(s) in setting-up and implementing business activities..

-     Liaise with the other GIZ projects in relation to the pilot.

5.    Other Duties / Additional Tasks

Subject to discussions with the Principal Advisor and Project Manager, the Junior Advisor may be allocated additional tasks and other duties for shorter periods.

Required qualifications, competences and experience

·         Minimum Bachelor Degree in Engineering or Science;

·         At least 3 years relevant experience in related field;

·         Demonstrate interest in and knowledge of renewable energy topic;

·         Have relevant skills on renewable energy technologies and rural electrification in particular;

·         Excellent command of MS-Office, especially Excel application, data processing software/application;

·         Knowledge of database development and maintenance;

·         Fluent in English including drafting and writing capabilities;

·         Fluent in Bahasa Indonesia, ideally a knowledge of German;

·         Willingness to up-skill as required by the tasks to be performed – corresponding measures is agreed with management.
