Hivos Southeast Asia is an
International non-governmental organization guided by humanist values.
It aims at structural poverty alleviation with a strong focus on civil
society building and sustainable economic development. Hivos Southeast
Asia provides financial support for local NGOs, is active in networking,
lobbying and exchanging knowledge and expertise. For its Hivos

Title : Consultant for Coordinator Anti-Hoax Project
Duty Station : Jakarta, Indonesia
Duration : 10 (ten) months – August 2018 to May 2019
Report to : Program Development Manager Freedom and Accountability Hivos SEA
1. Background
Intolerant
messages influence youth stances towards others. As the youth are very
social media savvy, they become the most exposed with intolerance. The
fact that the young voters between 17-35 year-old will be 52% of the
total 196 million voters in the next General Election 2019, they will
definitely decide the outcome of the election and at the same time
potentially preserve the nation from disintegration.
Hivos is
currently developing an initiative to combat fake news and hate speech
to ensure that the youth still can access information without
disinformation and can reduce intolerance. They can also express
themselves through digital media free from threat and repression.
The
project will provide critical media literacy pact for the youth that
will enable them to filter and wisely act upon information they recieve.
Through the process, the project will help youth to gain confidence and
become knowledgable on the issues while also develop their social skill
through interaction with others. Eventually, they become smart youth
influencers among their peers which can contribute to tolerant and
peaceful society.
In the 10 months, the
project will map youth exposure to hoax and intolerance and develop
self-learning platform for the youth with their support system: parents,
teachers, etc. Human-centered design will be incorporated to ensure
demand-driven solution and the project will be monitored to give a
learning conclusion for further program development.
For
this purpose, Hivos wishes to commission a Project Coordinator to
support the successful implementation of the project. When necessary,
the Project Coordinator will also support other social innovation
project.
Project Coordinator will report to
PDM and work closely with Finance Officer, Knowledge and Learning
Manager, Project Officer Knowledge and Innovation (SCI) at Global
Office.
2. Scope of Work
2.1 Program Implementation
- Lead day-to-day the main activities (Youth mapping, develop and test self-learning pack, social media campaign).
- Coordinate consultants or liaise with civic-tech partner organization in implementing project activities.
- Lead the publication of tool, video, and other related campaign materials.
- Actively promote the project activities and results through social media platform and events.
- Lead
the implementation of Idea Accelerator program under Freedom and
Accountability Cluster and, if necessary, other social innovation
project events or activities..
2.2 Program Development Support
- Together with project manager develop the project concept to be scaled-up.
- Together with project manager identify potential partners and donors.
- Together with project manager and Hivos’ Idea Accelerator team develop concept note or proposal for fundraising
2.3 Program Administration
- Monitor project budget execution and ensure project spending remains on track.
- Assist
with the preparation of all necessary documents and administrative
requirements for contractual commitments with partner organizations and
consultants according to existing procedures, including data entry and
data management in Hivos’s information management system (Osiris).
- Neatly and correctly file all project documentation (hard and soft copies) and ensure it can be found for audits..
- Manage the timely receipt and processing of partner narrative and financial reports; provide feedback if necessary.
3. Deliverables
- Report of youth mapping
- Well-monitored
project activities such as FGD, test, learning, etc., in accordance
with project plan (event report and action points)
- Published learning platform and campaign tool
- Social media report
- Contract with consultants/partner
- Concept note for project scale-up
4. Timeline
Consultancy period will start on August 2018 and end on May 2019.
The consultant will work minimum 16 days per month and maximum 20 days per month.
5. Knowledge, experiences and competencies
We are seeking an Indonesian person with the following qualities:
- Have at least 1-year experience in running media/youth/innovation program.
- Have in-depth knowledge on media environment and internet freedom.
- Ability to demonstrate strong values on humanity, including pluralism and peace.
- Extensive
network of contacts in media, social media, youth-based initiative,
civil society, community organisations, particularly in Jakarta, Bekasi
and Depok.
- Open-minded and creative approach with experience in Human-centered Design is a plus.
- A practical, result-driven attitude towards obtaining positive change.
