Position Title: RISE Makassar Construction Engineer/Project Manager


Program: Revitalising Informal Settlements and their Environments (RISE)
Reporting to: (1st) RISE Indonesia Coordinator, (2nd) RISE Senior Civil Engineer (based in Melbourne)
Strong working relations to: RISE Program Manager, Objective 1 team (based in Melbourne), UNHAS Objective 1 support
Duty Station: Makassar, Indonesia
Duration: 6 months, extendable based on performance

Background:

Revitalising Informal Settlements and their Environments (RISE) is deploying a water-sensitive revitalisation approach to water and sanitation management in 24 informal settlements across Makassar, Indonesia and Suva, Fiji.

Working with communities, governments, local leaders and partner institutions, RISE is co-designing location-specific solutions that integrate green infrastructure, such as constructed wetlands, to strengthen the whole-of-life water and sanitation cycle.

Underpinned by the emerging discipline of ‘planetary health’, RISE is a 5-year research program. The success of the water-sensitive revitalisation will be measured by the health and well-being of residents, particularly children under 5 years old, and the ecological diversity of the surrounding environment.

RISE is currently seeking a Construction Engineer/Project Manager to add to our growing team in Makassar, Indonesia.

The Role:

The Construction Engineer/Project Manager will be responsible for overseeing contractors to deliver construction projects across multiple sites and ensuring works are being carried out efficiently, safely and to the required standard.

Works include small scale earthworks, flood protection structures, green infrastructure (i.e. wetlands, biofilters) and sanitation systems.

Key Responsibilities:

1) Civil construction management and leadership

·         Lead the management of construction activities across multiple sites including construction supervision, technical and budget control, daily and weekly reporting, and management of contractor(s).
·         Undertake quality inspections and assess material and works in accordance with technical specifications, local standards and regulations, and donor organization requirements.
·         Monitor environmental and social safeguards and ensure health and safety of all personnel and community members’ onsite.
·         Report back to the Indonesia and Melbourne based team members on the standard and progress of the contractor’s work.
·         Lead in the documentation of construction activities and outputs in line with donor and government requirements.

2) Coordinating with project team members and stakeholders

·         Coordinate the timely flow of information between the project team, contractor and the detailed design consultant.
·         Conduct inspections to ensure compliance of local and national planning requirements.
·         Coordinate a range of RISE activities across the various project sites.
·         Liaise with community members who may be involved during construction and to ensure their health and safety concerns and requirements are met.

3) Other activities

·         Supervise and train junior staff in engineering principles and practices.
·         Support the community co-design process.
·         Support to results-based monitoring and evaluation aspects of the research program.

Key Result Areas:

1. Timely and cost-effective achievement of all project activities and outputs.

2. Effective technical advice and oversight, including quality and safety assurance.

Required Qualifications and Experience:

·         10 years’ experience in civil works management.
·         Degree qualification in engineering/construction.
·         Strong technical and financial management ability..
·         Experience collaborating with in-country and international project teams, local government and relevant institutions at both local and national level
·         Familiarity with community-based development and participatory design processes an added advantage.
·         Must be fluent in oral and written English.
