MONITORING & EVALUATION (M&E)
EXPERT

crisis mitigation and stability operations, democratic governance and public sector
management, agriculture and agribusiness, private sector development and
financial services, economics and trade, HIV/AIDS, avian influenza control,
water and natural resources management, and energy and climate change. DAI, the
contractor for the USAID Mitra Kunci Initiative, commenced implementation of
the project in January 2017.
Background
The Mitra Kunci Initiative is a five-year, $22.8 million,
USAID-funded program that will promote more inclusive economic growth by
improving access to workforce and entrepreneurial skills for poor and
vulnerable youth. The Mitra Kunci team will provide USAID project implementers
and workforce stakeholders with technical support, connections, and platforms
to help build a more robust and responsive workforce development ecosystem. In
addition to management support, capacity building, and coordination, Mitra
Kunci’s technical assistance will include identifying, piloting, and scaling
new workforce development approaches and innovations. The ultimate goal of
USAID’s inclusive workforce development work is to connect 200,000 poor and
vulnerable young Indonesians with learning and livelihood opportunities.
USAID Mitra Kunci Initiative invites qualified individual
to fill the position of Monitoring & Evaluation (M&E) Expert with
following objectives:
Objectives and Duties
The M&E Expert will work
with the Mitra Kunci Initiative and grantee staff to lead the design and
implementation of all M&E approaches, processes and reporting. S/he will also be responsible for ensuring that
M&E data informs learning activities and adaptive management decisions, as
well as guides internal and external project
communications.
ESSENTIAL DUTIES
Reporting
·
Develop the Mitra Kunci Initiative M&E Plan,
in close coordination with the Chief of Party, Deputy Chief of Party and technical staff
·
Harmonize M&E approaches of all partners and
standardize collection tools and reporting schedules
·
Manage and report data to USAID/Indonesia, and
communicate M&E related learning and best practices among all project partners
General M&E
·
Design, develop and manage all M&E designs,
approaches and activities
·
Establish a baseline
for all project
and grantee activities and track progress
at output, outcome,
and impact levels
· Harmonize M&E approaches of all partners and
standardize collection tools and reporting schedules to effectively and
consistently track and monitor performance during implementation, including
beneficiary tracking
·
Work closely with the Deputy Chief of Party to
implement the Activities Monitoring, Evaluation and Learning (AMEL) Plan,
ensuring that indicators, evaluation methodology, and data collection systems
are appropriate and practical
·
Conduct research and collect information from
activities to inform project and grantee evaluation
·
Train staff on M&E data collection, survey
protocols and data quality
·
Conduct regular and ad hoc data audits
·
Coordinate implementation of M&E activities
of all PIs with the Knowledge Management Specialist, Communications Specialist,
and M&E coordinators
·
Provide technical assistance as the Central Java
PI Advisor
·
Other duties as assigned by supervisor
SUPERVISORY RESPONSIBILITIES
The M&E Expert will supervise all project M&E
Coordinators
BASE OF OPERATIONS
This position will be based in Jakarta, Indonesia
REPORTING
The M&E Expert will report to the Deputy Chief of
Party.
