Oxfam – Calling Consultant for Graphic Designer -
Power Up project: Women Shaping Their Future with Technology

Background
Power Up-Participation via Technology is a three year (2017-2019), $3
million project funded by Global Affairs Canada and will be implemented in
Nusa Tenggara Barat (NTB) province in Indonesia. Using innovative and
accessible technology it will empower women, men, boys, girls, and
marginalized groups to increase their engagement in democratic decision
making processes to exercise their rights’ improve their ability to access
and understand information, demand improved government accountability, and
access improved services. The initiative will make extensive use of
technology platforms based on mobile communication and websites to
strengthen active citizen involvement, with special focus on women and
especially marginalized women.

At the final stages, when the system is already in place and will try out
to strategic beneficiaries before its running for wide range target,
therefore, certain communication, information and education (CIE) media
will be developed. This CIE media will be developed based on the module of
ICT of Health and Musrenbang e-learning platform that already developed.
And its content development will be provided by developer while its
adaptation for local context will be by working groups that consist by
Oxfam, partners and relevant authority stakeholders.

Local context understanding is considered by series of consultation with
relevant stakeholders. Socialization will be one of considered to ensure
community have sufficient information regarding the module and system that
available for them to use. The adaptation of content module and its
system will be use design and graphics information to be able reach out by
community on certain CIE media. Therefore, a consultant will hire to help
team to ensure its design, lay out and electronic as media of
communication, information and education(CIE).

Objective:
1. To ensure available design, layout and electronic CIE for ICT
Module of Power Up Project both
2. To ensure its content and design adaption adjusted with local
context understanding and acceptable
3. To ensure CIE media printing follow time frame

Output:
1. Available of design, layout and electronic CIE based on ICT Module
of Power Up Project
2. Approved design and layout for media CIE that adjusted for local
context understanding and acceptable
3. CIE media printing follow timeframe as needed

Consultation Process:
Activity involvement by Oxfam, Partners, Working Groups and Consultant

Requirement for Consultant
· At least 5 years’ experience facilitate and developed similar
contexts
· Willingness and experience in working in insecure environments and
a high level of adaptability and initiative
· Experience providing technical advice on gender mainstreaming
and/or women’s rights programming
· Proven analytical and strategy development skills
· Commitment to a rights-based approach and gender equality
· Proven experience of successful capacity-building
· Ability to work in multi-cultural team
· Excellent communication skills
· Excellent level of spoken and written English,
· Understanding on Oxfam’s overall aims including media, visibility
and women’s rights and gender equality

Requirement for Media Printing
Based on result of consultation process with stakeholders and involvement
of Logistic team.
