| TERM OF REFERENCE BASELINE AND GENDER ASSESSMENT Plan International Indonesia – W4W! July 2018 |

  Plan International is an independent development and humanitarian organisation that advances children’s rights and equality for girls. Plan will address five key child and youth rights issues, contributing to the implementation of the SDGs, four of which particularly affect girls and young women. The issues will be addressed through Programme Objectives anchored on the global outcome areas: Learn, Lead, Decide and Thrive. LEARN Program focus in providing equal opportunities for girl and young women to secure decent jobs, aim to support the overall objectives of Plan International Indonesia. Through it regional level project Wired for Work (W4W), targets vulnerable youth, especially women, in Indonesia and the Philippines. Plan Indonesia will target areas where the program can build on existing engagement with the private sector and will benefit of employment opportunities for vulnerable youth,in hospitality, retail and ICT sector. Plan Indonesia is looking for consultant to implement the baseline and gender assessment for the Wired for Work project.   Scope of Work The consultant will be responsible for timely delivery of the outputs and deliverables and prompt reporting and presentation of raw data, draft and final report to Plan. More specifically the consultant will:
- Support the implementation of developed methodology for the baseline study and gender assessment, including detailed sampling methods and strategies, and qualitative and quantitative survey instruments to ensure that key program results are captured and data is disaggregated by sex, age, education level and location.
- The baseline study will also cross-check whether the indicators in the logframe have taken into account the relevant issues found in the gender assessment. Both baseline study and gender assessment should be integrated in the presentation of results of the assignment.
- Strong involvement of youth and youth participation in all phases of research.
- Work in close collaboration with Plan staff and partners in order to define specific information needs and determine baseline methodology.
- Recruit and train data collectors to enumerate the survey exercise and supervise and take full responsibility for overseeing performance of the data collectors and the quality of the data collected.
- Ensure full logistical support for the entire exercise.
- Pre-test survey instruments designed for the exercise and review tools where necessary.
- Ensure the study is conducted in line with the principles outlined in Plan’s Child Protection Policy.
- Ensure to incorporate gender perspective into the design of the survey, data collection and analysis process and use gender analysis tool (take Plan’s gender analysis framework as reference)
- To keep all information provided by Plan International Indonesia as well as the findings of the research/evaluation confidential.
The consultant will submit detailed reports (electronic and hard copy) in English as well as all back-up documentation and data (electronic copies). For the use of any images, the consultant must ensure that appropriate consent has been obtained. The following deliverables are expected:
- Inception report, including the description of the methodology, sampling methods, questionnaires (focus group interviews and in-depth interview outline), and data collection instruments. This report will be subject to approval by Plan Indonesia before commencement of the assessment and baseline study.
- Draft and final report integrating baseline and gender assessment, considering the following structure. The draft report will be reviewed by Plan Indonesia. Final report including comments done for the draft report will be approved by Plan Indonesia..
Timeline The research party is responsible for the arrangement of all travel and interviews, and Plan International will provide the necessary logistical assistance and support.

          Selection criteria for evaluators The research/evaluation has to be led by a high qualified research consultant with strong capacity in conducting gender sensitive study. Consultant interested in submitting a proposal should have the following criteria:
- At least 5 years of experience and skills of conducting field research, qualitative and quantitative research, data analysis and report writing; as well as designing and implementing gender assessments/baseline studies/analyses/evaluations, preferably for international non-profit organizations, or bilateral/ multilateral agencies.
- Demonstrable experience in a Mixed Methods (Qualitative and Quantitative methods) approach and/or use of relevant statistical software (STATA, SPSS, CSPro, SAS, etc.)
- Expertise in gender issues and women’s economic empowerment in Indonesia; Proficient in both English and own local language (oral and written)
- Experience of working with participatory methodologies
- Has strong experience in disseminating research findings

Seconds Step: Based on received Expression of Interest and Research Portfolio, Plan International Indonesia will shortlist candidates and invite them for detail implementation proposal submission. Proposal containing 2 parts;
- Technical Proposal comprising the description of proposed activities, methodology (sampling design, data collection technique), and implementation plan which includes study schedule and timeline for data analysis. (in Ms.. Words format)
- Budget Proposal comprising details of budget plan such as consultant and team’s fees, transportation, stationeries and other survey necessities. (in Ms. Excel format)
Third Step: Plan International Indonesia will afterwards proceed with selecting and appointing a consultant and the appointed will be invited to Briefing Session on 27 July 2018 Only shortlisted consultant will be contacted for recruitment.
