Human
Resources for Health in 2030: HRH2030 | Chemonics International seeks an
experienced Senior Technical Advisor (“Consultant”) to lead and support HRH2030
activities in Indonesia.
BACKGROUND - As a global cooperative agreement, Human Resources for
Health (HRH2030) supports USAID/Washington and field missions in strengthening
human resources for health (HRH) across 42 priority countries to increase the
accessibility, availability, acceptability, and quality of the health workforce
needed to improve health outcomes and advance universal health coverage.
HRH2030 is designed to 1) increase performance and productivity of the health
workforce, 2) increase the number, skill mix, and competency of the health
workforce, 3) strengthen HRH/HSS leadership and governance capacity and, 4)
increase sustainability of investment in the health workforce. With Chemonics
International as the prime implementing partner, HRH2030 consortium partners
include: Palladium, URC, ThinkWell, AIHA, Amref Health Africa, and Open
Development.
Supporting a diverse population of
more than 260 million people living across 17,000 archipelagos and an estimated
4.2 million births annually, the Government of Indonesia (GOI) is committed to
ending preventable maternal and child deaths (EPMCD). However, challenges to
achieve optimal maternal and newborn health (MNH) outcomes in Indonesia
remain. Despite significant investments to ensure that pregnant mothers
deliver with the support of a skilled health professional (83% in 2012),
newborn mortality has effectively stagnated from 2002 to 2012, at 20 deaths and
19 deaths per 1,000 live births, respectively (GOI BPS 2013), ), though the
2017 Demographic and Health Survey results show reductions to 15 deaths per
1,000 live births. Socioeconomic determinants and inequities affect neonatal
health outcomes, with rural, poorer, and less educated families nearly three
times more likely to experience neonatal death (GOI BPS 2013). The maternal mortality
rate (MMR) in Indonesia was estimated at 305 deaths per 100,000 live births
(GOI BPS 2015), which is higher than many other countries in the region with
similar economic status (EMAS 2015).
These outcomes implore attention to
the human resources for health (HRH) who drive the health systems for MNH
outcomes, including midwives, nurses, and doctors, such as obstetrician-
gynecologists (OB-GYNs) and pediatricians. Action is needed to build quality
clinical skills, address inefficient planning, deployment, tracking and
management approaches, and ensure the availability, accessibility and
accountability of a well-qualified and well-trained workforce that has the
skills mix necessary to respond to the MNH needs of the population.
ACTIVITY PURPOSE AND OVERVIEW - To respond to the maternal and newborn health needs of
Indonesia, USAID/Indonesia has requested HRH2030 to develop and implement a
scope of work aimed at building, managing, and optimizing the MNH workforce..
Adapting the HRH2030 Health Workforce Lifecycle
Approach, HRH2030 conducted a scoping assessment in September 2018
to better inform the activities, as well as to provide recommendations to USAID
for future investments.
Based on the assessment and resulting recommendations, HRH2030
has proposed a scope of work that has the following objectives, deemed as
priority for responding to the identified issues and needs:
- Improve management, tracking and distribution of the midwife
- Develop/test a model for deployment to help inform policy that ensures appropriate assignments of HRH to facilities
- Develop a model for improving midwives’ clinical competent
- Improve the quality of registration, licensing, accreditation and CME for practitioners
RESPONSIBILITIES - Chemonics seeks an experienced Senior
Technical Advisor (“Consultant”) to lead and support HRH2030 activities in
Indonesia. The Consultant will work in close coordination with the Ministry of
Health, USAID/Indonesia and HRH2030’s Technical Director to spearhead all HRH
MNH activities, including technically advising and managing both the day to day
and strategic direction of activities. In addition, s/he will provide general
management and oversight support to NHWA and HRH-HIV activities, as these
activities will be led by the HRH2030 Home Office Core team.
General
- Serve as the main point of contact for HRH2030 in Indonesia with USAID, the Ministry of Health and other stakeholders, representing HRH2030 in meetings with stakeholders, as well as attending USAID partners meetings.
- Coordinate and lead meetings with stakeholders related to advancing HRH2030 activities..
- Support oversight and management of consultants and/or firms that are engaged to support HRH2030 activities in Indonesia.
- Provide inputs to reports, workplans, and requests from USAID on HRH2030’s work in Indonesia.
Building,
Management and Optimization of the MNH workforce
- MNH activity planning and preparation, including providing inputs for local project registration
- A literature review on deployment and incentivization models (from Indonesia as well as global models) to document and identify health worker motivations, best practices and processes, impact on quality and other challenges
- Limited technical assistance to Nusantara Sehat evaluation including developing a costed evaluation scenario for review by USAID
- With clinical partners, adapt rapid task analysis for key MNH interventions as a method to document a baseline, monitor progress and institutionalize clinical competency development activities
- Participate in coordination and detailed workplan development with international midwifery firm with a focus on engaging expert midwife trainers to provide intensive skills support for midwives in key maternal newborn health interventions
NHWA: HRH Policy, Management and
Decision Making
- Support NHWA stakeholder discussions, including supporting coordination of the NHWA TWG and on the ground oversight to the implementation of the NHWA Joint Implementation Plan.
- Support stakeholder discussions around secondary data analysis of MNH-focused cadres in priority provinces to understand distribution and skill mix.
- Serve as in country point of contact for requests related to technical assistance provided to the HRH Directorate (BPPSDM) related to strengthening of human resource information systems, including SI-SDMK.
HIV-HRH Assessment
- Support activities for the HIV-HRH site level assessment, including data use support and data collection in Papua
TIME PERIOD – It is expected to start December 17, 2018 with
the possibility of extension through May 2019. Contingent upon the workplan
finalization and availability of funding, it is anticipated that this scope of
work will be expanded both in terms of time and responsibilities in accordance
with local labor laws, continuing until approximately early 2020.
QUALIFICATIONS
- The Consultant must have
demonstrated experience conducting similar assignments in Indonesia. In
particular, the Consultant must demonstrate the following:
- Technical expertise in maternal and newborn health and human resources for health (HRH), with demonstrated experience with the development, implementation and monitoring of HR management, capacity building and/or quality improvement interventions.
- Experience coordinating and collaborating with key stakeholders such as the Ministry of Health, professional councils, and other health stakeholders to design, develop, implement, and evaluate activities, as well as to promote institutionalization for long-term sustainability.
- Experience in the development of literature reviews, evaluation design and/or costing.
- Experience in overseeing and/or conducting site-level data collection (quantitative and qualitative) in health care service delivery settings in Indonesia.
- Familiarity with health information systems and best practices for data use for decision making, with experience promoting and building capacity on data use.
- Experience working on USAID-funded activities strongly preferred.
- A master’s degree in public health, social sciences, economics, development studies or a related field. Educational background in nursing, midwifery, or other medical field is strongly preferred, but not required.
- Strong communication, analytical, and writing skills.
- Working proficiency in English and Bahasa.
- Availability to perform scope of work in the immediate term strongly preferred.
