POSITION DESCRIPTION

POSITION TITLE:                                Financial Management Capacity Building Consultant
PROJECT:                                            USAID Bersama – GBV Prevention Program in Eastern Indonesia
LOCATION:                                          Jayapura, Papua, Indonesia
REPORTS TO:                                     CSO GBV Capacity Building Manager
ANTICIPATED DURATION:              29 November 2018– 11 January 2019 (up to 14 working days)


Position Summary:
The Financial Management Capacity Building Consultant will be responsible for providing technical leadership for a high-quality, results-oriented program focused on reducing gender-based violence (GBV) in Eastern Indonesia. The program’s aim is to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change around GBV in local communities. Position will be based in Jayapura, with regular travel to other regions in Eastern Indonesia.

ESSENTIAL RESPONSIBILITIES:
The Financial Management Capacity Building Consultant is responsible for leading technical work under Objective 3 of the program which aims to achieve; “Increased voice for Bersama Civil Society Organization (CSO) sub-grantees in the fight against GBV”. Working with other program staff and partners and under technical guidance of the CSO GBV Capacity Building Manager, s/he will lead the design and implementation of activities to develop the financial management capacity of CSO grantees and provide targeted support to build the capacity of Papuan and West Papuan civil society organizations in financial management. Specific responsibilities include:
·         Provide technical assistance to CSOs for strengthening their financial management capacity in Papua
·         Asses CSO capacity in Finance Management – their systems and practices in West Papua (including with inputs from pre-award assessment and organizational capacity assessment)
·         Train CSOs in financial management requirements and best practices
·         Develop, in coordination with the CSO GBV Capacity Building Manager, tailored financial management capacity development plans (as part of overall CSO technical assistance plans) for CSOs in Papua and West Papua
·         Other duties as assigned.

DELIVERABLES:

·         Deliverable 1: Prepare list of financial capacity needs for each CSO partner and financial management Technical Assistance Plans for each CSO partner
·         Deliverable 2: Couching, mentoring, CSO one on one meeting on financial management as needed
·         Deliverable 3: Training report on financial management training for CSOs in West Papua with analysis of what worked well, lessons learned and key considerations in developing CSOs’ financial management capacity

QUALIFICATIONS AND REQURIEMENTS:

Education:            Bachelor’s level degree or higher required in finance, organizational development, social work, international development, gender studies, or a relevant social science discipline.

Work Experience:
·         Applicants must have a minimum of 5 years’ experience working to build organizational development of CSOs and NGOs particularly related to financial management and financial operations. 
·         Experience using facilitative, participatory approaches to organizational development
·         Experience working with varying levels of organizations including CSOs, CBOs and quasi-governmental organizations
·         Experience designing and implementing organizational financial capacity assessments and other financial assessment tools
·         Experience working in Eastern Indonesia, preferably Papua and West Papua

Skills/Knowledge:             
·         Demonstrated effective training and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills.
·         Understanding of USAID projects preferred.
·         Fluency in Bahasa Indonesia and English required.
·         Excellent written and oral communication skills.
·         Computer literate in Microsoft Word, Excel and Powerpoint

PAYMENT:  
The hourly rate for this consultancy will be commensurate with qualifications and experience.
