Program Manager
 
The role
KIAT is seeking a Program Manager that will support the effective and efficient planning and design, contracting, and implementation of a portfolio of infrastructure projects.
The Program Manager will support the effective and efficient planning and design, contracting, and implementation of a portfolio of projects within an assigned technical sector. The Program Manager will work within the operations team, and closely with technical and performance teams, to ensure the effective management of projects. Management of projects will focus on achievement of outcomes, quality of engagement, timeliness of delivery and cost effectiveness. The position will report to the Senior Operations and be assigned to technical units to support a portfolio of projects.
This role also involves will have the following key activities:
  • Develop and maintain a workplan of current and pipeline activities for assigned portfolio.
  • Support technical teams in the development of activity concept notes and design documents for DFAT, GOI and internal approval.
  • Identify outreach avenues for selected tender opportunities and develop and implement “go-to-market” strategies, in collaboration with technical teams.
  • Coordinate the development of relevant procurement documentation and lead the tendering process.
  • Develop internal controls and governance protocols for the management of activities throughout the project lifecycle while ensuring compliance with the head contract.
  • Serve as part of a matrixed leadership team to assigned portfolio to include activities, staff and subcontractors.
  • Monitor overall activities progress against agreed targets, milestones, and outputs.
  • Monitor expenditure against approved activity budgets; report on a monthly basis the status of activity expenditure and forecast.
  • Develop and manage any required contract amendments.
  • Undertake risk mitigation planning, maintain activity risk register, and identity correct measurements to include escalation, as required.
  • Support stakeholder communication and reporting internally and externally (DFAT, GoI, etc.).
  • Oversee activity level inputs into the management information system.
  • Ensure activities’ asset management inventory and procedures under subcontractors are undertaken.
  • Support the management of external audits and ensure accurate record retention with subcontractors when required.
  • Identify best practices and capacity building opportunities for implementation across the facility.
  • Develop tools and processes to improve the tendering and overall management of activities.

About you
You will be a motivated and proactive Program Manager with the right combination of talent, energy and a commitment to technical excellence. You will also have:
  • At least 10 years of professional experience in program management for large and complex projects; experience in project management the infrastructure sector preferred (Transport or WatSan).
  • Bachelor’s degree in project management, engineering or related field (advanced degree preferred).
  • Solid knowledge and practical experience in project management methodologies and techniques.
  • At least 5 years of experience working on DFAT or other international donor-funded projects.
  • Experience in developing project concept notes, design documents and tender preparation.
  • Knowledge of the infrastructure market and opportunities for promotion of activities.
  • Experience in process improvement efforts within the project/activity lifecycle.
  • Strong leadership and management competencies combined with creative and innovative problem-solving skills..
  • Good knowledge of budgeting and resource allocation procedures.
  • Excellent verbal and written communication skills and the ability to communicate with a wide range of stakeholders from diverse backgrounds.
  • Fluent English language capabilities required; fluency in Bahasa Indonesia a strong advantage.
  • Highly advanced computer literacy skills within a Microsoft Office environment.
  • Understanding and experience of applying DFAT policies including but not limited to GESI, Disability, Indigenous peoples and, safeguards such as Child Protection.
 
Remuneration
This is a mid-level position with ARF Classification C-2. Applications from qualified Indonesian and international applicants will be considered. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
