Regional Research Project on Human Right Cities in the Asia and Pacific Region


A.     Background
The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. RWI has since 1990 carried out a wide range of research, academic education, and institutional capacity development programmes internationally in the human rights field, mainly with the support of Swedish Development Cooperation. The work of the Institute focuses on four thematic areas: Fair and Efficient Justice; Inclusive Societies; People on the Move; and Economic Globalisation and Human Rights (see further http://rwi.lu.se/).
RWI is implementing a regional research in Asia Pacific on Human Rights City. The study aims to explore the emergence and practices of human rights city in Asia Pacific Region and identify the challenges and potential strategies to strengthen human rights cities. World Human Rights Cities Forum released the Gwangju Declaration in 2011 which defines a human rights city as “both a local community and socio-political process in a local context where human rights play a key role as the fundamental values and guiding principles.”
The research consultant will be responsible for the study in each of the city: (1) Kaohsiung, Taiwan; (2) Bandung, Indonesia; (3) Lampung Timur, Indonesia; (4) Bucuy/Bucay, Philippines;
(5) Nagpur, India.

B.     Purpose and Objectives of the consultancy in the context of the Regional Asia Programme:

The current consultancy seeks the contribution to the expected result of RWI´s regional Asia programme. It is expected to result 1) new research papers and studies, including gender perspectives, by Asia Pacific scholars and disseminated through academic conferences and/or publications; 2) Research on programme topics widely presented and discussed in multi- stakeholder forums, including among local and national development plan actors; 3) Increased opportunities to incorporate human rights and gender equality into national or local level processes. The study also investigates the typology of the process of adoption of the Human Rights City and follow up strategies by the local government or civil society organizations. From these outputs results it is expected that rights-based actions initiated towards SDGs targets will be taken at the local and national level and further at the outcomes level it will contribute to the change of local, national and regional plans, regulations and policies related to environment in the region that are increasingly aligned with international human rights standard. The national researchers will also contribute to the development of the theoretical framework construction based on the analysis of case studies.

The research also aims to explore the concept of human rights city in Asia Pacific Region and identify the dynamic of adoption as well as the challenges and potential development of human rights and local government.

The research will focus on qualitative research involving desk study, interviews, focus group discussions and secondary data collection and analysis related to the human rights city at the local and national level.
The preliminary key questions for the research are as follows:
1.       Which is the notion of human rights cities that emerge from the analysis of the case study?
2.       What are the main drivers and constraints for human rights cities?
3.       What roles and supports have been played by national government, civil society and international organizations in the promotion of human rights cities?
4.       What are the strategies taken by cities adopted human rights city for realization of human rights city concept?
5.       How is the link between human rights and local government and the concept of human rights cities and the sustainability agenda, especially the SDGs, and the role of local government?

C.     Main Task and Responsibilities

This is a consultancy service contract, with the main tasks as below:
·         Develop research plan at national and city levels in coordination with Lead Research
·         Develop and oversee the implementation of the methodology and tools to collect and process all data
·         Conduct interviews and other information gathering activities at national level
·         Collect and analyse secondary data related to human rights city at the local and national level
·         Prepare report on case studies on Human Rights City in the Selected City

D.     Qualification

Gender balance and the consultant from the targeted cities will be a high consideration of the selection. The consultant should have:
·         At least 5 years of documented experience and a proven, successful track record in the field of human rights
·         Sound experience and skills in data collection and research report writings
·         Preferably PhD in political sciences, social sciences, development studies, public administration, or related field
·         Experience in conducting research and producing publications, preferably related to human rights and/or the role of local government in the selected city
·         Depth of knowledge on civil society (NGOs) and citizenship including policy advocacy and human rights education
·         Demonstrate good understanding on human rights issues, Sustainable Development Goals including in gender analysis
·         Ability to thrive under pressure and function effectively while managing multiple tasks simultaneously.
·         Excellent reporting and presentation skill in English
·         Excellent interpersonal skills, with the ability to function effectively and collaboratively in a team environment, including the willingness to share information and best practices.

E.     Bidding Procedure

·       Brief Research proposal (maximum 3 pages), consist of research design, timeline and proposed budget refers to the objectives, scope of works and deliverables. The research design should address the following questions:
o    What are the key milestones of adoption of human rights city in the selected city (one among the 5 selected cities)?
o    How you are going to organize data collection to answer the above research questions?
·         CV that shows your qualification in line with the required qualification.
