POSITION DESCRIPTION
 
POSITION TITLE:               Organizational Development Specialist Consultant
PROJECT:                             USAID Bersama – GBV Prevention Program in Eastern Indonesia
LOCATION:                           Jayapura, Papua, Indonesia
REPORTS TO:                       CSO GBV Capacity Building Manager
ANTICIPATED DURATION:  22 November 2018– 28 February 2019 (up to 50 working days)


Position Summary:
The Organizational Development Specialist Consultant will be responsible for providing technical leadership for a high-quality, results-oriented program focused on reducing gender-based violence (GBV) in Eastern Indonesia. The program’s aim is to improve local capacity to serve victims of GBV, raise awareness of the problem, and promote behavior change around GBV in local communities. Position will be based in Jayapura, with regular travel to other regions in Eastern Indonesia.

ESSENTIAL RESPONSIBILITIES:
The Organizational Development Specialist Consultant is responsible for leading technical work under Objective 3 of the program which aims to achieve; “Increased voice for Bersama Civil Society Organization (CSO) sub-grantees in the fight against GBV”. Working with other program staff and partners and under technical guidance of the CSO GBV Capacity Building Manager, s/he will lead the design and implementation of activities that increase the effectiveness of networking among CSOs; and help CSOs identify and improve their organizational development priorities. Specific responsibilities include:
  • Facilitate coordination and networking among CSOs and CBOs to maximize the breadth and impact of their advocacy on issues of GBV;
  • Provide training to CSOs and CBOs activists on networking to prevent and respond to GBV issues;
  • Build organizational capacity of sub-grantees’ in line with their own organizational development priorities;
  • Improve the organizational management of sub-grantees;
  • Contribute to development of tools and indicators for monitoring and evaluation;
  • Provide technical assistance to project staff and partners, and serve as an advisor to the Chief of Party
  • Contribute to the development of annual workplans, M&E Plan, and program progress reports.
  • Other duties as assigned.

DELIVERABLES:

·       Provide technical assistance to CSOs to develop or update their strategic plans
·       Prepare list of capacity needs and Technical Assistance plans for each CSO partner;           
o   Deliverable 1: Report on technical Assistance to CSOs in Papua and West Papua to develop or update their strategic plans
o   Deliverable 2: Technical Assistance Plans for each CSO grantee
·       Provide direct technical assistance for CSOs as necessary and needed;
·       Update, monitor and provide direct assistance as necessary to strengthen networks among CSOs partners both in Papua and Papua Barat;
·       Work with the CSO anti-GBV networks to develop/update work plans
o   Deliverable 3: Anti-GBV network workplans for Jayapura and Jayawijaya
·       Providing updates and inputs for the weekly report
o   Deliverable 4: Weekly reports
·       Providing inputs on quarterly reports
o   Deliverable 5: Quarterly report inputs

QUALIFICATIONS AND REQURIEMENTS:

Education:     Bachelor’s level degree or higher required in organization development, social work, international development, gender studies, or a relevant social science discipline.

Work Experience:
·       Applicants must have a minimum of 5 years’ experience working to build organizational development of CSOs and NGOs particularly in the areas of strategic planning, monitoring and evaluation, financial management, operations and human resources. 
·       Demonstrated experience in forging collaborative activities, networks and coalitions among CSOs in policy and advocacy – preferably in areas related to gender
·       Experience using facilitative, participatory approaches to organizational development
·       Experience working with varying levels of organizations including CSOs, CBOs and quasi-governmental organizations
·       Experience designing and implementing organizational capacity assessments and other assessment tools
·       Experience working in Eastern Indonesia, preferably Papua and West Papua
 
Skills/Knowledge:    
·       Demonstrated effective training and coaching skills, networking, interpersonal skills, creative problem solving, conflict, and ethical management skills.
·       Understanding of USAID projects preferred.
·       Fluency in Bahasa Indonesia and English required.
·       Excellent written and oral communication skills.
·       Computer literate in Microsoft Word, Excel and Powerpoint
 
PAYMENT:  
The hourly rate for this consultancy will be commensurate with qualifications and experience.
