WHAT WE ARE LOOKING FOR:
HUMAN RESOURCES BUSINESS PARTNER (code: HR BP)
JOB PURPOSE
This position requires sound understanding of Oxfam in Indonesia’s country
strategy in order to align business objectives with good people management
practices. The HR BP is both a change agent and employee champion to the
development of meaningful and trusting relationships and a can-do attitude
towards change. Engaging and influencing managers to shape positive change
through people is a key responsibility, to help build and mobilize
organisational and people capabilities to deliver strategic goals,
including to provide guidance and oversight of efficient HR operational
activities, ensuring efficient and effective recruitment, remuneration,
development, management and exiting of staff also rests with this role.
The post holder develops and implements appropriate HR strategies and
initiatives that ensure staff are supported and enabled to deliver quality
work. The role demands professional competence and confidence and the
ability to develop and advocate for people management practices that help
achieve business objectives while enabling employees to flourish. Meeting
short-term goals of the business needs to be balanced with an eye on
overall organisational health, people and performance in the long-term.

KEY RESPONSIBILITIES
1. Contribute to strategic leadership of Oxfam in Indonesia as part of the
Senior Management Team
• Work collaboratively with senior leaders to understand business
and organisational needs.
• Provide analysis and advice to the management team on people
related issues and culture in light of the demands of the OCS.
• Identify and monitor risks to programme related to staffing, and
take or support appropriate courses of action.
• Lead in the development of the country budget for HR ensuring
alignment with HR deliverables as mapped in the country strategy, that all
staff costs
are appropriately budgeted and that an allocation for the
annual pay increase is captured based on a full analysis and forecast.

2. Develop and implement appropriate HR strategies and interventions that
strengthen the organisation and its ability to function well in changing
times
• Work with managers to understand their HR (service) needs and
expectations ensuring respective roles and responsibilities (between HR
and the line)
are clear and understood.
• Establish and use appropriate metrics to measure and assess
organisational health and effectiveness of people management practices and
policies.
• Routinely review the Staff Handbook, and organisational HR
policies and practices to ensure they are fit for purpose and in line with
Indonesian labor law.
• Lead the analysis to balance workforce requirements against the
constraints and possibilities of restricted and unrestricted resource.
• Ensure resources, change and talent management plans result in
alignment of staff capabilities to meet organisational needs and
fulfilment of
‘strategic propositions’.
• Invest thoughtfully and deliberately in accountable ways of
developing capabilities of Oxfam’s human resources for current programmes
and the future
• Ensure healthy and robust relations are maintained between
management and the Staff Association of Indonesia representing management
in various
• Look for ways to develop and embed the Oxfam culture, values and
vision and actively champion Oxfam’s diversity policy in the recruitment
and
forums when required employment of staff.
• Ensure all staff know and understand Oxfam’s zero tolerance
approach to harassment of any kind and ensure all staff and consultants
sign and
respect Oxfam’s Code of Conduct.
• Provide Health and Safety advice and proactive support risk
assessments and risk management, including issues around staff health and
welfare.
• Leading the HR team to recruit, induct and support appropriately
competent people to deliver in an emergency response situation, and assist

with emergency preparedness.

3. Manage the HR function and ensure quality operational services are
delivered
• Ensure professional service delivery that supports and empowers
managers to be competent and successful people managers.
• Ensure HR practices comply with donor regulations and requirements
in relation to programme activity.
• Provide support in handling employee relations issues, ensure
compliance to local law and Oxfam’s disciplinary procedures, act as Oxfam
in
Indonesia’s safeguard focal point, and ensure conflicts within
the Oxfam in Indonesia result in constructive and positive outcomes.
• Ensure relevant HR systems, processes and best practices are in
place, maintained and updated to meet and/or exceed business expectations
and compliance standards.
• Oversee the payroll process and ensure competitive and
cost-effective pay and benefits for the Indonesia programme, in line with
Oxfam’s rewards
principles and affordability. Conduct annual pay reviews.
• Consult and negotiate with the Ministry of Labor/Employment (where
required) and the Staff Association in the formulation, revision and
implementation of
new policies or changes to employment conditions.
• Maintain established HR systems and processes (PeopleSoft HR GOLD,
E- Recruitment) in a timely and effective manner to manage country office
critical processes (performance appraisals, recruitment,
induction, orientation and leavers), and supervise monthly reporting.
• Support managers to appropriately contract consultants and interns
in line with Oxfam’s procedural obligations and donor expectations...
• Ensure Oxfam’s staff in Indonesia are aware of their job
responsibilities, annual objectives, performance and development plans.
• Ensure staff is clear about expectations and is supported to
develop and perform well, ensuring any poor performance issues are
addressed
swiftly and professionally when required.
• Manage the function budget to ensure spending is within limits and
delivers the planned returns.
• Help to create an environment for quality and innovation within
the function.
• Manage the contracts for outsourced services, ensuring services
meet agreed requirements (including standards), and provide value for
money

SKILL, EXPERIENCE AND KNOWLEDGE
· Bachelor Degree with minimum of 5 years’ experience in
professional qualified human resource management
· Ability to translate strategic goals into operational initiatives
· Innovative thinker, adaptive and proactive, not afraid to take
calculated risks
· Proven communication, facilitation and influencing skills
sufficient to engage staff
· Able to develop sound and trusting relationships; known for being
a credible and trusted business partner
· Ability to operate and think broadly, to understand cause and
effect relationships as these relate to people
· Proven analytical skills and the use of these to problem solve and
make decision and result orientation
· Ability to work effectively in a multi-cultural environment
· Demonstrable behavioral competencies related particularly to
decisiveness, relationship building, systemic thinking, listening, mutual
accountability, enabling others and humility
· Excellent organisational abilities with ability to work to
deadlines and manage time well
· Strong interpersonal awareness including diplomacy, tact, being
able to work effectively with others, cultural sensitivity and respect for
confidentiality
· A good team member with excellent understanding of gender and
diversity considerations within key areas of responsibility and commitment
to addressing inequalities in the workplace and the programme
· Excellent literacy of verbal and written English and Indonesian
