- Background
Plan
International is an independent development and humanitarian organisation that
advances children’s rights and equality for girls. Yayasan Plan International Indonesia currently is presently implementing its country
strategic 4 (CS4) for five years covering
fiscal year 2018 to 2022, where the country
objective has been defined as “to identify and
facilitate the removal of obstacles that prevent children from enjoying their
rights and participating fully in Indonesian society”. Plan will address five key child and youth rights issues, contributing to
the implementation of the SDGs, four of which particularly affect girls and
young women. The issues will be addressed through Programme Objectives anchored
on the global outcome areas: Learn, Lead, Decide and Thrive. LEARN Program focus in providing equal opportunities for girl and young
women to secure decent jobs, aim to support the overall objectives of Plan
International Indonesia. Plan International Indonesia targeted around 1,000,000
marginalized girls and young women will be reached from about 1,000 villages in
two eastern and five Javanese provinces. LEARN will
contribute in reaching out around 63,000 youth (70%
girls; 44,100
marginalized girls and young women), and 22,500
Families in 200 villages. In addition to that, the
program will also target
200 private sector companies (Including 50 private Technical Vocational Education Training
providers - TVETs, Micro Finance
Institutions - MFIs,
PNGOs) in 10 districts from 7 provinces through its Youth Economic Empowerment (YEE) initiatives.Gender inequalities in the region’s labour market are
slowing the transition towards inclusive growth. Estimates suggest that the
region loses up to $77 billion per year due to gender gaps in education and
women’s limited access to employment opportunities, education and financial
services. While women’s performance in various Asian labour markets may vary,
women overall are under-represented in formal employment and over-represented
in unemployment rates, low-skilled, low-paid and unpaid work. One of the project
under LEARN program that is focuses on employment; Wired for Work (W4W) project
targets vulnerable youth, especially women, in Indonesia and the Philippines.
Indonesia needs an average of 3.2 million additional skilled workers per year,
while budget allocations for non-formal (vocational) education are limited,
leaving a significant number of youth untrained. This is reflected in a youth
unemployment rate of 17.8%. Approximately 8.7 million women are unemployed
compared to 6.1 million men, while poor women are likely to be unpaid workers
(27% of women compared to 6% of men). Plan Indonesia
will target areas where the program can build on existing engagement with the
private sector and will benefit of employment opportunities for vulnerable
youth,in hospitality, retail and ICT sector. In the Philippines, youth unemployment stands
at 12.8% for young men and 14.5% for young women, making up 76% of the total
unemployed. Young people face a persistent challenge of jobs mismatch, where
their education or training does not match market demand. Despite making up
half of the total population[1],
prevailing gender norms affect the participation of young women in the labour
market, with young women representing only 39% of the total youth workforce in
2016[2].
The Philippine government’s aims to create opportunities for youth industry
with industry-led skills development, by improving access to and quality of
TVET programs for unemployed youth, and targeting 2.3 million jobs generated
from the industry by 2022.
- Goal AND objectives
The overall goal is to create e-learning platform that
are consists of soft skill and technical skill training courses with blended models
technique for youth. The purpose of this assignment
is to develop a robust and high quality e-learning courses for the Wired for
Work project that being implemented by Plan Indonesia in 3 locations (Jakarta, Semarang and Lombok) focus on
vocational training for youth to prepare them for the employment world. The needs
of e-learning courses creation is to develop the most suitable form of courses and
training technique that is align with the target audience.

The
intended users of the documents are Plan staff involved in project
implementation..
- Scope of Work (for external consultant)
Plan Indonesia will provide the following:
- The Project proposal and log frame
- Other related project documents or previous relevant documents or reports.
- Organize for debriefing meetings before and after the exercise
The
consultant will be responsible for timely delivery of the outputs and
deliverables.
More specifically the consultant will:
- Create high quality e-learning courses and ensure the courses up and running well in the platform to be accessed by youth.
- Work in close collaboration with Plan staff and partners in order to define specific information and evaluation.
- Ensure the courses is conducted in line with the principles outlined in Plan’s Child Protection Policy.
- Ensure to incorporate gender and inclusive perspective into the e-learning course design
- To keep all information provided by Plan International Indonesia as well as the findings and the creation of the product and research/evaluation confidential.

6.Ethical and child protection statements
The
consultant team and Plan International staff have to adhere to Plan
International Child Protection Policy. The consultant team must follow Ethical
Principles for involving human subjects in a research and obtain written/
verbal consent from the human subjects. Permission from elder must be sought if
the children under 18 years are involved as subjects. Signed informed consent
of each child and his/ her parents need to take after explaining purpose of the
study and its usage. Training on this will be part of the training provided for
the survey team.
7.Selection
criteria OF CONSULTANT
The
e-learning courses has
to be developed by a high qualified consultant with strong capacity in
producing high quality e-learning courses. Consultant interested in submitting
a proposal should have the following criteria:
- At least 5 years of experience and background in technology education and skills of creating training curriculum, modules and production of e-learning courses.
- Proficient in both English and own local language (oral and written)
- Good communication skills, with ability of explaining complex problems or concepts in simple and understandable language.
