Requirements
All posts for Indonesian nationality only
All posts to be based in Palu
Significant exposure and experience in working for International
humanitarian institution for emergency and relief projects (based on each
relates issues)
Demonstrated high-level interpersonal and cross-cultural skills including
the ability to build collaborative relationships internally and externally
with sensitivity to cultural, ethnic, social and political issues
The capacity and willingness to be extremely flexible and accommodating in
difficult and sometimes insecure working circumstances.
Proven ability to learn quickly to achieve stated results and objectives
Must be able to travel to program locations and other assigned places
Excellent oral/written communication and organizational skills
Computer proficiency in general office software (i.e. Word, Power Point,
Excel, and Lotus Notes).
Qualifications and/or extensive experience in: coordination of
international aid, relationship building with local authorities, work in
non-profit sector and networking with relief agencies and government (for
Humanitarian Strategic Liaison Coordinator)
Gender specialist with experience in humanitarian work with partners,
preferably in an international NGO/operational UN agency/equivalent and
Excellent conceptual and analytical skills with regards to gender issues.
(for Gender Specialist)
Meal Officer and/or Focal point with experience in project monitoring
within a humanitarian, development or advocacy organization and
Understanding of digital data collection platforms and/or statistical
analysis software. (for MEL Officer and Focal Point)
Experience in developing and implementing HR policies, procedures and
systems. INGO experiences is strongly preferred. (for Human Resource
Manager)

Specific Job Description

Logistic Team Leader (code - LTL RT2118) Ensure effective coordination
of Oxfam’s Supply & Logistics input in large scale emergencies which
includes:
Participate in programme assessments, planning and design.
Supervise, manage and coordinate all Supply & Logistics related activities
from the technical and management point of view in a professional manner
(procurement, warehousing, asset management, transport & distribution,
fleet management, import and export procedures).
Contribute to proposal writing and programme planning including
preparation of budgets, and compliance with donor procedures & policies.
Develop an understanding of women’s rights and gender analysis and how to
make supporting these a reality in logistics work.

Humanitarian Strategic Liaison Coordinator (code - HSLC -RT2218)
The post holder will be the liaison
person between Oxfam and partners with national authorities, strategic
partners and international agencies and will ensure:
Timely and precise communication around operations in the field, movement
of staff, mobilization of resources;
Compliance with domestic regulations and with the guidelines provided by
local authorities around the emergency response;
Facilitate negotiation of humanitarian space, in terms of access to
disaster affected areas, movement of people and material, permits, for
both national staff (Oxfam’s and partners’) and international staff;
Provide advice on how to better complement government response and liaise
with the different authorities.

MEL Officer (code - MEL OFF RT2518
To develop and implement the MEL framework by:
· Supporting the development of high quality proposals, concept
notes, and donor narrative reports
· Organising and/or implementing activities to promote learning
among partner organizations including promoting learning events and
sharing information and resources
· Developing and strengthening relationships with key staff in
partner organizations
· Actively engaging with, and providing support to, research design
and activities
To lead project baseline studies through monitoring, evaluation and
analysis to measure project progress against agreed MEL frameworks by:
· Supporting the MEL Coordinator in planning and conducting internal
evaluations
· Under the guidance of the MEL Coordinator, working collaboratively
with partner organizations to design, plan, and implement baseline,
midline, end-line and other surveys
· Coordinating with Programme teams to monitor progress against
indicators for all projects in line with agreed log-frames.

To deliver recommendations on impact measurement, risk analysis and
corrective actions by:
· Providing regular feedback to partner organizations and project
teams on project performance based on monitoring against indicators
· Collaborating with the finance team to monitor and provide
feedback on budget spending plans and budget vs actuals
· Providing capacity development activities for partner
organizations in relation to monitoring, data collection and reporting
