Writer for Grant Proposal
1. Introduction
SNV is an international not-for-profit development organisation, working in 30+ countries in Africa, Asia, and Latin America. SNV specializes in supporting the resourcefulness of development actors by developing local capacities, improving performance and services, strengthening governance systems, helping to create access for excluded groups and by making markets work for the poor. Our global team of advisors use their specialist sector and expertise in Agriculture, Renewable Energy and WASH to facilitate sustainable change in the livelihoods of millions of people living in poverty.
SNV is now seeking a consultant to engage in grant proposal writing to support business development that aligns with SNV's agricultural and overall strategy.
2. Purpose of the Job
The writer for grant proposal will work under the direct supervision of Sector Leader Agriculture and (indirectly) Country Director. The consultant will bring to the programme design process a thorough understanding of and prior experience in bid-writing for institutional donors. Preferably, the consultant has prior experiences working in the agriculture and climate change adaptation sector in Indonesia and designing programmes that are aimed around consolidating best practices, evaluating, and scaling up of innovative ideas.
3. Scope of work and Deliverables
In consultation with the Sector Leader in Agriculture, the consultant will undertake the following tasks:
a) Conduct desktop review to familiarize him/herself with SNV's agricultural strategy, main products and approaches and SNV's communications strategy particularly pertaining to business development;
b) Support the Sector Leader Agriculture with drafting specific sections of a proposal on inclusive business with bilateral donors;
c) Based on SNV's climate smart agriculture approach, assist the Sector Leader Agriculture and the Global Palm Oil Advisor in a concept idea to be used for future Climate Funds or other Business Development opportunities;
d) Support SNV with other agriculture business development opportunities upon request of Sector Leader.
The consultant will expect to deliver below result:
a) One proposal drafted and delivered by mid-December for proposal on inclusive business and institutional capacity building for farmers and MSMEs (15 pages max);
b) One concept idea on climate smart agriculture that can be used in near future for climate financing opportunities (around 10 pages);
c) Support agriculture on other business development related to proposal writing.
4. Time Schedule
25 days in total during the period from November to December 2018, with below schedule:
* Conduct desktop review and initial discussion with SNV team (2 days)
* Sections of 1 proposal drafted and delivered by mid-December for bilateral donors (5 days)
* Provide 1 concept idea on climate smart agriculture that can be used in near future for climate financing opportunities (10 days)
* Support agriculture on other business development related to proposal writing (max 8 days)
5. Qualifications
* Preferably an advanced university degree (masters of equivalent) in development studies, international affairs/studies, agriculture, climate change adaptation or natural resource management.
* Minimum 5 years of experience in the design, proposal writing, and/or agriculture and climate change adaptation programmes, preferably in Indonesia. Strong programme design skills, including capacity to prepare logical, coherent and consistent documents including logframes/Theory of Change and budgets
* Prior demonstrated experience developing proposals for institutional donors.
* Ability to work efficiently and effectively with project members in various locations and from multiple organisations, including remotely writing and revising proposal documents.
* Ability to work independently.
* Ability to integrate different experiences, methodologies, and approaches from a diverse range of stakeholders, organisations, and technical experts from multiple sectors.
* Excellent command of English, both in speaking and writing skills is required.
6. Payment
Instalment payment can be made upon the completion of deliverables.
7. Application Process
SNV's General Terms and Conditions guide this TOR. This consultancy is open to both national and international applicants. Individuals, group of individuals as well as consultancy firms having the requisite skills/experience are eligible to apply.
The proposed experts for undertaking assignment cannot be changed during the study period without prior approval of SNV. The proposal should include:
1. CV's of the individual applicant or Company Profile (including detail profiles/CVs of key person(s) to be involved at any stage)
2. Detailed proposal including technical (including work plan to carry out the consultant) and financial information.
3. Sample of proposal writing
