1. Background

UN Women works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  UN Women provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Disasters affect women, girls, men, boys, and people of diverse gender identities differently, and prevailing gender inequalities render women and girls more vulnerable to the impact of disasters.. Among many detrimental impacts, women and girls experience higher mortality, exclusion from humanitarian services and decision-making processes, increased levels of gender-based violence, and loss of livelihoods. At the same time, women and girls are not only victims of disasters, but also active first responders and agents of change. In disaster preparedness, response, and recovery, women’s leadership and capacity for catalyzing change represents an untapped resource. When women are meaningfully engaged, and their needs are directly addressed, humanitarian action is more efficient and effective, the transition to recovery accelerated, and community-wide resilience is enhanced. UN Women works to promote gender equality and women’s empowerment in humanitarian efforts worldwide through four mutually reinforcing areas of action: coordination and leadership, capacity development, evidence-based response, and targeted programming.

Indonesia has recently experienced a magnitude 6.9 earthquake in Lombok on 5 August 2018, and a magnitude 7.4 earthquake followed by a tsunami in Central Sulawesi on 28 September 2018. In Central Sulawesi, 2,010 people are known to have died, with 10,700 seriously injured, and damage to infrastructure and basic services sustained. Preliminary rapid gender analyses[1] indicate that women are experiencing increases in unpaid care work, disproportionate losses of income, risks of GBV, and increased difficulties in accessing humanitarian information and services.  To support UN Women Indonesia’s response to these events, the Country Office is thus seeking a gender equality expert to lead a joint gender assessment as well as mainstreaming of gender in other humanitarian assessments.

2. Objectives of Consultation

The overall objective of this consultancy is to lead development and coordination of a joint gender assessment for Central Sulawesi, a rapid gender analysis for Lombok, and to provide gender expertise to other assessments, including the Post-Disaster Needs Assessment for Central Sulawesi and for Lombok as required.

3. Duties and Responsibilities

Under the overall supervision of the UN Women Indonesia Country Representative, and day to day supervision of the UN Women Indonesia Programme Management Specialist, the consultant will perform the following key services:
  1. Lead development of a joint gender assessment of the earthquake and tsunami impacts in Central Sulawesi, and support development of gender chapter of the Post-Disaster Needs Assessment as required
  2. Develop a rapid gender analysis for the Lombok earthquake response
  3. Document good practices, challenges, and opportunities for promoting women’s leadership in emergency response in Indonesia.
  4. Provide technical expertise and capacity development to UN Women partners, including government, UN agencies, CSOs, and NGOs, for mainstreaming gender in other cluster and cross-cluster assessments, including the Post-Disaster Needs Assessment

5. Contract Period and Work Location
The consultant will be based in Jakarta, with travel to Central Sulawesi and Lombok as required.. For travel within the country, tickets will be organized by UN Women and Daily Subsistence Allowance (DSA) will be provided as per UN Women rules and regulations. Travel Authorization will be granted to the consultant prior to the travel dates. 
6. Payment
Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
7. Qualifications and Experience

                  Master’s degree or equivalent in human rights, gender, humanitarian affairs, international relations, international development, international law or other social science fields is required.
                  Bachelor’s  university degree in combination with two additional years of qualifying experience may be accepted in lieu of the Master’s  degree.
                  At least 10 years of progressively responsible experience in development or humanitarian programmes, with a particular focus on gender and protection in emergencies;
                  Technical experience in inter-agency coordination, preferably on gender and/or protection, in a natural disaster setting;
·              Demonstrated experience developing and writing gender or humanitarian-related analyses, assessments, or reports
                  Experience working with, and building partnerships with governments, donors and civil society organizations at the national level and in the field.
·              Fluency in Bahasa Indonesia and English, including strong writing skills.

8. Evaluation Criteria


Applications will be evaluated based on the cumulative analysis.
·              Technical Qualification (100 points) weight; [70%]
·              Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. The total number of points allocated for the technical qualification component is 100.  Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:
·       Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
·       The total number of points allocated for the price component is 100.
·       The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

9. Submission of application

  • CV
·       Letter of Interest containing the statement on candidate’s experience in the field of recruitment
·       Personal History Form (P11), which can be downloaded from http://asiapacific.unwomen.org/en/about-us/jobs
·       Writing sample from report or assessment developed in either English or Bahasa Indonesia
  • Financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee and proposed number of working days.  Communication, travel and any related expenses will be financially covered by UN Women.

All applications must include (as an attachment) the CV, letter of interest, P11, writing sample, and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
