BACKGROUND
Ombudsman of the Republic of Indonesia (ORI) is a state agency
authorized by Law Number 37 Year 2008 on Ombudsman and Law Number 25 Year 2009
on the Public Service to oversee public services delivery in Indonesia Public
service oversight is an important aspect in the efforts to prevent the abuse of
power or maladministration by the state apparatus in order to achieve good
governance in all aspects.
ORI is also has an authority to handle maladministration
cases that
come from public reports or result of ORI’s investigation (namely own motion investigation). Since 2000, Ombudsman has been receiving 46.623
complaints received from citizen, and 32.854 (70,4%) of them have been resolved
(per October 25, 2018). It cover wide range of issues related to public services
such as land certification, licenses, dwelling time in the sea-port, etc, which
need a high and specialized competencies of ORI staffs to handle it.
Currently, ORI has 270 staff at
the central – national level, 485 staff at the regions which include the
secretariat staff and technical
expert staff (namely Ombudsman Assistant)..The
quality of the agency to manage and solve public complaints, depends on the
quality of those
staffs,
especially
the Assistants, who deal directly in complaint handling as a part of their job
in assisting Ombudsman. As frontliners in complaint handling and
maladministration prevention, the role of Ombudsman Assistants is widely
recognized. As Professor Adrianus Meliala, one of the Ombudsman member, said
that the quality of Ombudsman investigation and recommendation rely on
Ombudsman Assistant ability. However, ORI still faces a lack on HR management
system, such as the capacity mapping, career pad for ORI assistants, long-term
competency upgrading program.
USAID has
contributed in the efforts of enhancing ORI’s capacity through -among others-
developing ORI’s case management systems, and introducing the new-systemic
review methodology. In this regards, USAID CEGAH is
keen to provide support to ORI to conduct talent mapping of current Ombudsman Assistants as a
material for human resources development policy and career pad for ORI
assistant. To ensure the sustainability, the support will also include assessment
or a gap analysis on the current
development of learning organization in ORI, and develop a roadmap to achieve
ORI’s target to create a corporate learning center.
SCOPE OF WORK:
A.
Objective:
To
assist ORI to assess capacity analysis and develop ORI capacity building design
Expected
outputs are:
1) Report on Ombudsman Assistant talent/capacity map
2) Report on
assessment of ORI’s human resources management and Recommendation
of ORI’s capacity building plan for the next 10 year
3) Report on assessment
of ORI’s learning organization and Recommendation
of ORI’s learning organization strategy
B.
Activities:
Five (5) days for:
·
Desk review on ORI’s policies on human resources management
·
Conduct Interview with ORI commissioners, human resource division, and representatives of each coordinators on talent/capacity map of Ombudsman Assistants, human resources management, and capacity building programs
·
Present the initial findings to ORI and USAID CEGAH
for approval
Fifteen (15) days for :
·
Conduct a follow up/indepth interviews with relavant parties at Ombudsman
to get more insights.
·
Develop ORI human resource management,
career pad for ORI assistant, and capacity building strategy with in next 10 years.
·
Develop
ORI’s learning organization strategy to create a corporate learning center
One (1) day for :
·
Present the report and recommendation to ORI and
USAID CEGAH for approval
