Request for Proposal (RFP) - REQ-JAK-18-0085 – "Web Developer for FORKALIM Website"

Dear Potential Bidders,

The USAID Indonesia Urban Water, Sanitation and Hygiene 'Penyehatan Lingkungan untuk Semua' (IUWASH PLUS) program is a five-year initiative designed to assist the Government of Indonesia in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. Implemented by DAI Global LLC, IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:

• An increase of one million people in urban areas with access to improved water supply services of which at least 500,000 are from the poorest 40% of the population; and
• An increase of 500,000 people in urban areas with access to a safely managed sanitation services.

To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening cities WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Activity Background

Forum Kommunikasi Air Limbah (FORKALIM) was setup in 2004 under PERPAMSI, the Indonesian association of water supply companies, as a communication forum for wastewater operators—mainly water utilities—to discuss urban sanitation issues.  In 2015 the forum became legally independent from PERPAMSI and now, with support from IUWASH PLUS, FORKALIM is transforming into a professional association for Indonesia’s wastewater operators, which provides on-demand training and support services on a cost-recovery basis to both sewerage and fecal sludge management (FSM) operators.

With the focus of sanitation access switching to FSM promotion, the government anticipates at least 70 new FSM operators, which will relevant knowledge and skills through variety of technical support, managed professionally by a National waste water association (FORKALIM). Besides a National Twinning program (explained in separate SoW), a second large technical support program by FORKALIM is the development and management of a professional website, where members can find all information and examples they need to establish or improve themselves as Waste Water Operator. This activity will be linked directly with the National Twinning and present all materials, progress and results for the twinning participants and also presents a unique opportunity for FORKALIM to support Indonesia’s fecal sludge management (FSM) framework and, at the same time, add new members and grow its capabilities. 

During a meeting in 2017, 11 current FSM operators expressed a strong need for a centralized place where they can obtain detailed Waste Water information, which will be partly accessible for general public (as general promotion of the sector) and partly only for members (to attract new memberships).

Under this scope of work a service provider will work with FORKALIM to develop, maintain the function of FORKALIM website as part of the larger umbrella of technical support for FORKALIM.

Objective

1.     As part of communication strategy of FORKALIM to facilitate wide information sharing of their activities, with special focus on current and future FORKALIM members,

2.     To promote knowledge sharing and build the capacity of Waste Water operators (both for sewerage and septage management) in Indonesia.

3.     To develop professional FORKALIM website and ensure that the website will be fully functional & mobile friendly

Posting & Reporting Relationship

The Web Developer/Service Provider will be based in their own office and for daily tasks is supervised by FORKALIM and IUWASH PLUS Sanitation Team. They will also provide regular (at least monthly) updates (in writing and through meetings) to the IUWASH PLUS National Sanitation team & FORKALIM, who will also provide technical and administrative support to the service provider regarding content of the website programs. All content required for development of modules above will be provided by the FORKALIM and IUWASH PLUS Sanitation Teams.

Web Developer/Service Provider Requirements

Required Qualifications and Experience

1.     Experience in Management Information Systems, or related field and a web site development or related certificate

2.     Experience in web site development and maintenance

3.     Strong web project coordination

4.     Experience in solving issues of browser/device compatibility to create web pages that can be used on any type of server and viewed with any browser/device.

5.     Familiar with programing language PHP (Laravel), but more recommended and to be safer to use Ruby (Ruby on Rails) programming languages

6.     Familiar with LINUX server

7.     Familiar with Database MariaDB
