GENERAL POSITION SUMMARY
The Distribution Officer will design, develop and manage all distribution activities in Kopernik’s emergency response. Coordinate with all relevant agencies, donors and government bodies to carry out detailed needs assessments and design and implement specific targeted interventions. The primary focus of any food or non-food distribution activities should be on IDPs or those in most need, with some shift in focus to resident populations as required. She/he will represent Kopernik at the sector level to ensure that assistance is effectively reaching the target population. This position will be based in Palu, Sulawesi Tengah with 4 months contract.
ESSENTIAL JOB FUNCTIONS
Distribution
- Conduct community assessments and make recommendations on needs and vulnerabilities of the populations in regard to distribution issues.
- Liaise and engage with all relevant coordination and donor bodies to share data to ensure maximum coverage and to prevent duplication of activity.
- Manage distribution of food and non-food commodities to meet identified needs.
- Prepare budgets and implementation plans to meet costs of distribution for submission to donors.
- Develop working relationships and coordinate with relevant international and local agencies active in the distribution sector of an emergency response.
- Establish a system to monitor and evaluate project activities and outputs on an ongoing basis, in accordance with existing Kopernik M&E guidelines and nationwide protocols.
- Ensure integration of Sphere guidelines and key indicators into distribution programming.
- Coordinate procurement of supplies and materials with appropriate staff to ensure rapid purchase and delivery. This may include pre-identification and selection of suppliers for anticipated required materials.
- Work collaboratively to design and implement distribution programs in emergency conditions, using participatory methodologies involving project stakeholders.
- Foster a collaborative team atmosphere, which engages the stakeholders.
- Other duties as assigned by the Emergency Response Manager
- Maintain close working relationships with local authorities, international NGOs, and local NGOs and associations
- Conduct her/himself both professionally and personally in such a manner as to bring credit to Kopernik and to not jeopardize its humanitarian mission.

REPORTS DIRECTLY TO : Emergency Response Manager
WORK DIRECTLY WITH: Logistics, Procurement, Finance Officers and Administration and Field Teams.
KNOWLEDGE AND EXPERIENCE
- BA/S or equivalent in Administration, International Development, or a relevant discipline required.
- At least two years of international experience working in logistics and/or administration.
- Experience working with an NGO in administering relief programs and ensuring compliance with major donors rules and regulations.
- Commitment to local capacity building and the ability to engage local stakeholders in project design and implementation
- Experience working with displaced populations.
- Familiar with international humanitarian operations, coordination structures, and the mandates of UN agencies, Red Cross organizations, and other NGOs.
- Knowledge of safety and security standards, equipment, precautionary measures, and communication protocols in unstable situations.
- Ability to live and work in an austere and sensitive cultural and religious environment.
- Experience working with host governments and their agents, INGOs and national NGOs.
- Proven ability to work cooperatively with others in a team environment
- Understanding of participatory methodologies for project design, implementation and evaluation and Kopernik’ M&E methodology
- Knowledge of humanitarian standards and codes, including Sphere.
- Conscientious, with excellent judgment..
- Ability to work simultaneously on multiple tasks and meet deadlines in an insecure, stressful environment.
- Possess a broad perspective, visualize innovative action, and develop plans to meet uncertain and changing scenarios.
- Understand the long-term implications of relief work and the importance of incorporating civil society into relief activities.
- Rapidly develop a strong understanding of the cultural, political and religious environment in the region, and the ability to live and work successfully in those environments are essential..
- The ability to think creatively to deploy and maintain appropriate administrative, financial, and logistics systems to support implementation of the programs.
- Able to thrive in a fast-paced, multi-tasking environment while maintaining the respect of staff, vendors and colleagues is essential for this position.
- Ability to foster solid working relationships with GOs, INGOs, and NGOs.
- Work as part of a team and coordinate with project personnel.
- Computer literate with strong organizational skills.
