Save the Children
in Indonesia is changing for the better. We've begun to build a
national organization that aims to be a strong, local, and
self-sustaining voice for children in Indonesia. To this end, SC
Indonesia has been designated as a “Prospect Member”. As
‘Prospect
Member’ Indonesia has been identified as part of the next way of new
member development, which focuses on strengthening and localizing our
voice for children in strategic middle income countries. Indonesia has
been authorized by member ballot to start fundraising
locally as a first step towards building a financially sustainable
local organization. Future work will also involve developing a strong
local governance structure and building key partnerships with local
government, the private sector, local civil society
among others. Success of the pilot phase will set the Indonesia on a
pathway to full membership. We are currently seeking to fill the
following position:
POLICY ADVOCACY MANAGER (PAM)
1 position, based in
Jakarta

ROLE PURPOSE:
Advocacy
is central to securing lasting change in children’s lives and is a key
aspect of Save the Children’s Theory of Change: be the voice – build
partnerships
– innovate – achieve results at scale. Policy Advocacy Manager in
his/her capacity is responsible to ensure excellence delivery of
advocacy strategy and policy works to members and their donors, in both
emergency and development contexts. She/he will work
with the Director of Advocacy and Campaign to provide overall
leadership, vision, strategic direction and management of YSTC’s policy
advocacy work across thematic areas and ensure that advocacy is an
integral part of Save the Children’s Theory of Change.
Specifically, he/she is responsible for external policy analysis and
policy advocacy strategy development for the country office supporting
primarily on inequality that will influence government and institutions
in changing and/or strengthening the implementation
policies and practices to fulfil children’s rights
Policy
Advocacy Manager will develop and implement a humanitarian advocacy
strategy for the emergency phase that links to existing advocacy
priorities of the
team in respect to ongoing advocacy engagement with key national
stakeholders in relation to Child Rights Governance (CRG) and Disaster
Risk Reduction (DRR). The function will be a focal person for advocacy
enquiries in the Response Team and from Save the
Children International and individual Save the Children members. The
function will be part of the Humanitarian Team in order to ensure that
key advocacy messages and strategies are informed by the response.
She/he shall be able to be deployed to any other
humanitarian areas to provide support on advocacy side.
SCOPE OF ROLE
Reports to: Advocacy and Campaign Director
QUALIFICATIONS AND EXPERIENCE
- Bachelor degree or at least 10 years working in advocacy in an area of social development or equivalent
- Prior experience working in an emergency response contexts
- Significant prior experience working in advocacy on humanitarian issues, child rights, human rights, or development issues, preferably in emergency response contexts or fragile states

Experience
of influencing and policy advocacy work including lobbying, policy
development and information provision in humanitarian issues at
national, regional and/or international
level
·
Excellent skills in advocating towards government officials, humanitarian actors and UN agencies in developing countries
·
Experience of and strong skills in developing and implementing humanitarian advocacy strategies
- Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
·
Good attention to detail
·
Extensive knowledge of child rights and international humanitarian law
·
High-level analytical and strategic thinking skills and strong research skills
·
Cultural awareness and ability to build relationships quickly with a wide variety of people
- Patience, adaptability, flexibility, and ability to improvise and remain responsive and to communicate clearly and effectively under pressure
- Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
- Experience in working with other NGOs and coordinating inter-agency advocacy activities, strategies and products
