Consultant Vacancy : Senior Technical Assistant for Substance for IDF 2019


The Knowledge Sector Initiative (KSI) is a joint initiative of the Government of Indonesia and Australia (through the Department of Foreign Affairs and Trade - DFAT) designed as a unique and holistic approach to support Indonesia's stakeholders promote evidence based policy making. In the first phase of KSI, the focus was on building capacity, relationships, networks and systems as key knowledge sector assets for strengthening policy making in Indonesia.

 
Now entering its second phase (2017-2022), the team will consolidate, mobilize and expand these assets to produce, communicate and utilize quality data and knowledge across Indonesia's policy cycle at both national and subnational levels.  It will also work across a range of DFAT programs in exchanging and amplifying tools and knowledge for policy produced by these programs.
 
RTI International as the managing contractor for this program is in search of highly qualified and enthusiastic, experienced consultant to fill the following position based in Jakarta:

Background & Objectives
The Indonesia Development Forum (IDF) is a platform for national dialogue on development. Hosted by the Ministry of National Development Planning and supported by KSI, IDF brings together leaders in government, civil society, academia, and the private sector to discuss solutions to Indonesia’s key development challenges.
Through interactive sessions, IDF promotes open dialogue on priority development issues and policy options for addressing them. It presents research and insights from experts and practitioners and highlights successful practices from Indonesia and internationally. An ideas marketplace showcases new and innovative approaches to addressing development challenges.
This document represents detailed information for the purpose of procuring a senior technical assistant to support the secretariat for IDF 2019, with a focus on the content and substance of the forum throughout preparation and implementation.
The selected consultant will work under the supervision of KSI’s Knowledge Exchange Coordinator and will work closely with the IDF 2019 Organizing Committee (which includes KSI, Bappenas, the Event Organizer, and the Event Designer) to undertake the following tasks:

  1. Maintain good communication and coordination with the IDF Organizing Committee as well as other stakeholders in the lead up to and during the event.
  2. Provide advice and input to the Organizing Committee (especially the Substance Committee) regarding the planning and implementation of speakers and material for each subtheme. This should take into account the 4i’s of IDF, namely inspire, imagine, innovate, and initiate and the input of other stakeholders. 
  3. Assist the Substance Committee to agree on the outcomes and main takeaways expected at the completion of the forum and how these will be used to inform policy.
  4. Assist the Substance Committee to create a format and templates to ensure that speakers are adequately briefed and that presentations are effective.
  5. Assist the Substance Committee to finalise the speakers list for each subtheme.
  6. Arrange session(s) in the lead up to the event to support coordination and briefing of speakers.
  7. Support the event design committee by providing recommendations on interactive discussion formats, facilitation methods, panel size and composition, and any other logistical arrangements to support the forum as appropriate.
  8. Support the Organising Committee to ensure that IDF 2019 is inclusive of women, people with a disability and other marginalised groups from the perspective of substance.
  9. Participate in meetings with KSI and BAPPENAS to prepare for the event as well as to evaluate its implementation and outcomes.
 
Requirements
 
  1. Master’s degree and a minimum of five year of experience in public policy sectors, managing events, international development, social research, knowledge management, program implementation and or related field.
  2. Practical and technical working understanding of gender equality and inclusion demonstrated by experience implementing activities with gender and inclusion considerations in Indonesia.
  3. Excellent interpersonal and communication skills, able to work with a variety of stakeholders, gain support for initiatives and work towards achieving common objectives.
  4. Self-starter with a proactive attitude, able to multitask, operate with limited information and work under minimal supervision.
  5. Ability to analyze information and draft convincing reports.
  6. Excellent written and verbal communication skills in Bahasa Indonesia and English.
