Final Evaluation - "Walking the Talk: Promoting UNGP Implementation in
Indonesia" project

Background

International NGOs Forum on Indonesian Development (INFID) and Indonesia
Global Compact Network (IGCN) are in collaboration with Oxfam in Indonesia
to implement a three years European Union (EU) funded program titled
“Walking the Talk: Promoting Accountable Business through Advancement of
United Nations Guiding Principles on Business and Human Rights (UNGPs)
Implementation in Indonesia,”.
The project action places strong emphasis on awareness raising and
capacity building among key target groups as a necessary condition to
promote and strengthen space for dialogue, knowledge sharing and
collaboration among the business sector, CSO’s, labor and farmer’s union
and state agencies to promote the advance UNGP implementation.
The Overall Objective of the project is promoting an accountable business
sector in Indonesia that adopts corporate responsibility to respect human
rights, specifically this project will build awareness and capacity of
labour and farmer unions, CSOs, and the Indonesian business sector to
advance UNGP implementation in the agriculture/food industry

Purpose of Final Evaluation

The final evaluation is expected to assess how the program has contribute
to policy and practice change of accountable business sector in Indonesia
and assess how sustainable the changes are. It should be participatory in
order to optimize the learning opportunities for Oxfam in Indonesia and
partners. Evaluation recommendations should be focused and relevant to
highlight key learning and should provide justifications to support
recommendations for project scaling up in the future.
Scope of Evaluation
The final evaluation will cover a set of key topics namely relevance,
effectiveness, and efficiency as well as evaluating sustainability and
impact as follows:
1. Accountability Assessment
· Assess the accountability of Oxfam with the partners, communities,
donors and stakeholders.
· Assess the project emphasis on women.
2. Relevance Assessment
· Assess the relevance of program approach and strategy in achieving
the objective.
· Analyze whether the technical assistance addresses the needs and
demands of the target group.
3. Effectiveness Assessment
· Evaluate differences the project has made to the target group...
· Evaluate the performance of the project with references to
qualitative and quantitative achievements of outcomes as defined in the
program documents.
4. Efficiency Assessment
· Identify factors and constraints which have affected the
efficiency of the logical sequence of program implementation including
technical, managerial and overall program approach. In addition,
considering any unforeseen external factors.
· Assess the qualitative and quantitative aspects of management and
other inputs (such as equipment, monitoring and review, technical
assistance and budgetary inputs) employed by the project for the
achievement of objective.
5. Sustainability and Impact
· Assess preliminary indications whether the program results are
likely to be sustainable after the program implementation period,
including the community, private sector, and government.
· Provide success stories and/or key achievements supported by
evidence and explanation.
· Provide recommendations for design, planning, and implementation
of future influencing program based on a summary of accountability,
relevance, effectiveness, and efficiency assessments.
· Evaluate the degree of actor representation and stakeholder
participation (including the community, government and private sector) in
the program implementation process with a view to analyzing and
anticipating continued support to ensure sustainability of the project.
A. Consultant Objective
Interested consultant/ team should submit their proposal (max 10 pages)
including the proposed technical approach and methodologist (methods,
budget, plan). In addition to measuring the project achievement, the final
evaluation will also highlight issues and challenge affecting effective
and efficient implementation of activities to achieve project output and
their contribution to objective.
The consultant is responsible for:
1. Developing detailed work-plan and arranging every evaluation
activity independently, including traveling to Medan and Pontianak.
2. Performing evaluation process based on described evaluation
methodology during the set time-frame.
3. Reporting the evaluation results based on mutually agreed format
which meets Oxfam in Indonesia minimum standards

B. Consultant Qualifications
The consultant must have a strong record in conducting evaluation,
particularly in private sector engagement, specifically in business and
human rights issues. The consultant should have excellent knowledge of
monitoring and evaluation in theory and practices, and participatory
process. The consultant should have the following skills and competencies:
1. Demonstrate experience of producing high quality and credible
evaluations (we require sample or summary of previous evaluation project).
2. Experience working with NGO work (especially conduction evaluating
for NGO’s works).
3. Experience knowledge in private sector engagement, especially
business and human rights, participatory process, and multi-stakeholder
partnership.
4. Ability to write concisely, analyze data and information
precisely, and present any key findings in well-define structure.
5. Excellent writing in English and verbal communication, both in
English and Bahasa Indonesia.

Deliverable
The consultant should develop a clear and simple evaluation report (max 20
pages). Technical explanation should be comprised in appendices, including
lists of informants, data, and other supporting information. The
information should have relevance to the report’s analysis, findings, and
conclusion.
The consultant should explain the evaluation methodology clearly and how
the methodology is applied to the analysis through relevant data and
information. The assessment of program achievements should be justified in
a logical framework and evidence to support the recommendations. The
recommendations should include details on how to implement in the project
proposal with the same issue. The report is expected to be relevant for
internal discussion and learning and external discussion with all
stakeholders, including the beneficiaries and local government.

1. Cover page (Evaluation title, project name, project number, the
country where the project was implemented, evaluator name and Oxfam logo)
2. List of acronyms
3. Table of content
4. Executive Summary
5. Brief of program description, purpose of the evaluation and
evaluation methodology.
6. Synthesis and Result: project accountability, relevance,
efficiency, effectiveness, impact of project activities, with
recommendations for sustainability
7. Recommendation and Lessons learned: Assessment of attainment of
indicators, operational and developmental lessons
8. Annexes: TOR, Work plan, List of people interviewed, List of
documents reviewed
