GIZ Indonesia for the Sustainable Urban Transport Improvement - Implementation of the NAMA Facility (SUTRI NAMA - INDOBUS) project: Advisor MRV in Transport

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis.


SUTRI NAMA as registered with the UNFCCC aims to tackle challenges of growing urban traffic congestion and increasing urban transport related greenhouse gas emissions by transforming urban transport in Indonesia with a mix of capacity-building and investment measures provided through a national sustainable urban transport programme. SUTRI NAMA is implemented starting December 2017 with the support from the NAMA Facility through GIZ as the delivery organization.

A technical assistance component namely Indonesia Bus Rapid Transit Corridor Development Project (INDOBUS), funded by the State Secretariat of Economic Affairs of Switzerland (SECO) added to SUTRI NAMA for the development and start-up of bus rapid transit (BRT) corridors in selected pilot cities of Indonesia. The INDOBUS component is working at both local and national levels in the field of BRT planning, project management support, BRT operations management, public transport funding as well as reform of the private minibus-sector towards participation in operating consortiums. At national level coordination has to be sought between the several relevant line ministries; best-practice examples / project achievements have to be documented, published and promoted for replication. 

We are seeking one qualified Indonesian candidate for the following position:

Advisor MRV in Transport

Responsibilities

Focuses on GHG emission in transport at national and city levels, the Advisor MRV is responsible in establishing a framework, implementing procedures and providing a thorough understanding on GHG-emissions, climate and MRV in urban transport at national and sub-national level based on existing national and international methodologies and best practices. The responsibilities include:

  • Providing technical advice and assistance on climate issues and Monitoring, Reporting and Verification (MRV) on urban transport to the project team and stakeholders (government institutions, relevant organisations and institutions, and other GIZ projects) including but not limited to training material, capacity building concept and implementation of MRV-related activities
  • Together with national and international consultants:
    • developing MRV methodology which can be agreed and implemented by stakeholders at national and city level
    • developing database and monitoring and evaluation framework on GHG emission reductions, co-benefits, up-scaling potential and leverage impact in Indonesia and internationally
  • Under the coordination of Project Manager, becoming focal point for Monitoring and Evaluation of the implementation of SUTRI NAMA project
  • Together with project team, under the coordination of Team Leader, ensuring that all milestones in both SUTRI NAMA and INDOBUS components are achieved timely

  1. Task
1.     Professional Advisory Services
  • Develop technical reports and publications in the area of sustainable urban transport and climate/ MRV
  • Deliver verbal and written contributions to relevant events, conferences and other outreach activities whenever the project engaged
  • Prepare training materials and conduct training sessions on climate/ MRV area
  • Coordinate national and international consultant(s) who work in climate/ MRV area, monitor the progress and ensure the relevant milestones area achieved as planned, especially on activities under Project Output 5 of SUTRI NAMA (a consistent system for MRV of emission reductions and co-benefits of urban transport development projects applied by national and local implementation partners)
  • Based on consultations with relevant intuitions and having worked together with national and international consultants, establish an MRV system for urban transport in Indonesia
  • Coordinate and participate climate/ MRV relevant meetings, workshops and trainings
  • Support the monitoring of project activities, especially Project Output 5 of SUTRI NAMA
  • Support relevant activities in INDOBUS, whenever necessary

2.     Networking and Cooperation
  • Under the coordination of Team Leader, become a contact person and liaison with officials of counterparts on climate/ MRV issues in urban transport sector, including Ministry of Transportation (Kemenhub), Ministry of Environment and Forestry (KLHK) and BAPPENAS
  • Based on guidance from Programme Director, and together with Team Leader, become contact person with the global GIZ urban mobility and climate portfolios, including other GIZ project in Indonesia, through: (1) engagement in communication and collaboration, (2) learning and understanding latest development of GIZ MRV system in urban transport sector, (3) presenting and promoting SUTRI NAMA and INDOBUS developments, approaches and lessons learned as a contribution to global knowledge management
  • Manage main counterparts’ expectation (Kemenhub) through good communication
  • Ensure smooth flow of information between GIZ transport and climate projects in Indonesia, as well as relevant GIZ bilateral, regional and international projects

3.     Project and Knowledge Management
  • Together with Team Leader, design and develop knowledge management system in the area of climate/MRV in urban transport sector based on GIZ standards
  • Together with the project team, implement the MRV system jointly with activities under Project Output 4 and 5 in SUTRI NAMA Component and Output 1 of INDOBUS component
  • Monitor, evaluate, provide inputs/feedback to continuously improve implementation
  • Ensure that lessons learned are documented and shared
               
4.     Other duties/additional tasks
  • Support relevant project team members in achieving relevant milestones of the project, both in SUTRI NAMA and INDOBUS components, including but not limited to: (1) developing standard operating procedures (SOP) for the Technical Support Unit (TSU), (2) developing service packages and modes of delivery to assist pilot cities on specific transport projects, (3) developing guidelines and standards on demo projects in pilot cities,
  • Performs other duties and tasks at the request of management


B.     Required qualifications, competences and experience
Qualifications
Essential: Degree on management, public policy, environmental science, transport engineering or social science

Professional experience
  • Essential: at least 5 years of working experience in monitoring and evaluation, climate change or MRV area. Knowledge and previous experience in sustainable transport is advantage. Demonstrate integrity by modelling the GIZ values and ethical standards
  • Desirable: experience in project management, public transport and non-motorised transport (NMT), transport construction and infrastructure management in Indonesia
  • Experience in designing tools and strategies for data collection, analysis and production of reports

Other knowledge, additional competences
  • Proficiency in the Indonesian and English language (reading and writing)
  • Presentation and writing skills
  • Excellent communication skills in both Indonesian and English
  • Excellent communication skills (written and verbal) in dealing with partners, donors and team members, including responsive, respect and helpful attitude
  • Demonstrates openness to change and ability to manage complexities
  • Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
  • Excellent command of MS – Office (Excel, PowerPoint, Word)
  • Fluent language skills in English
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
