1. BACKGROUND
TO THE ASSIGNMENT:
A series of
powerful earthquakes struck the Indonesian island of Sulawesi on Friday,
September
28. The largest quake, a powerful magnitude 7.4,
shook the region at 5:02 p.m. local time, triggering a tsunami, major
liquefaction and landslides that hit nearby coastlines, including the coastal
city of Palu. The quake was centered about 35 miles northeast of Donggala and
50 miles north of Palu, which have a combined population of more than 600,000
people. Indonesia’s National Agency for Disaster Management Agency (BNPB)
spokesman, Sutopo Purwo Nugroho, stated that an estimated 2.4 million people
were affected by the earthquake and tsunami. State authorities also report more
than 82,775 people displaced and at least 10,679 injured.
International Medical Corps Emergency Response
Team arrived in Jakarta within 48 hours of the disaster and began coordinating
with national and local actors to determine the scale of need and consider
potential interventions. Based upon the Government of Indonesia
The following recommendation are based on the
findings of the IMC Emergency Response Team’s initial Indonesia assessment and
strongly consider the GoI’s limited acceptance of international support. In
addition, IMC has already secured funding for a response and should look for
the most expedient means to program those funds that support relief and
recovery efforts.
2. PURPOSE OF THE ASSIGNMENT:
IMC has already identified several partners
that are capable and willing to respond. Furthermore, IMCs ability to implement
any activities hinges upon maintaining standing, formal partnerships with local
organizations. Engaging with local NGOs now will allow rapid implementation of
relief efforts and position IMC to respond in the long term.
3. SCOPE OF THE ASSIGNMENT:
The Country Representative is directly
responsible for the overall strategic planning, human resources, program design
and implementation, program support operations, finance, administration, monitoring
and evaluation supervision, expansion/development, and required reporting for
the country program.
4.
DELIVERABLES DESCRIPTION: DUE DATE(S)

Develop country specific strategic plan and
proposals for programs that will successfully transition our relief programs to
early recovery and transition to more long-term development programs
•
Represent the organization and liaise with
local and national authorities, UN, NGO, and donor agencies to promote the
organizations programs, facilitate successful coordination of activities and
ensure transparency and accountability to all stakeholders
• Oversee program operations and reporting,
ensuring compliance with agency policies and procedures, Donor regulations and
local laws
• Primarily
responsible for expanding country portfolio
4.1. IMPLEMENTATION OF THE ASSIGNMENT
DELIVERABLES
Updates
on the above deliverables will be provided via email, WhatsApp and/or Skype as
necessary. The Country Representative will
develop reasonable timeframes for the completion of these deliverables and inform IMC HQ of projected completion dates.
5. FUTURE PHASES (IF ANY)
While
this assignment does not in itself commit IMC to future expense, expenditure of
goods or services, this assignment could result in future programs in Indonesia.
IMC may begin registration as an INGO in Indonesia to allow for future rapid
deployment within the region and a foothold from which future programing may be
developed.

3.
PAYMENT
Payments
are delivery-based. Any deliverable not meeting the required specifications
will have to be reworked and resubmitted at no additional cost. International
Medical Corps shall pay Consultant at monthly rate. Payments are made upon
submission of progress reports on completed tasks, outlined against planned
outputs. Based on the report and satisfactory performance, payments will be
certified by the supervisor..
4. TITLE
RIGHTS
International
Medical Corps shall be entitled to all property rights including but not
limited to patents, copyrights and trademarks with regard to material, which
bears a direct relation to, or is made in consequence of, the services provided
to the organization by the consultant.
5. INSURANCE
Consultants
are fully responsible for arranging, at their own expense, such life, health
and other forms of insurance covering their period of service on behalf of
International Medical Corps as they consider appropriate. Consultants are not
eligible to participate in life or health insurance schemes available to
International Medical Corps employees
6. TAXATION
International
Medical Corps undertake no liability for taxes, duty or other contributions
payable by the consultant on payments under this contract.
7. TERMINATION
OF CONTRACT
Either
party may terminate this contract before the expiry date of the contract by
giving notice in writing to the other party.
The
period of notice shall be 5 days in case of contract less than 2 months
duration and 30 days in the case of contracts for longer periods; provided
however that the in the event of termination on the grounds of misconduct or
the in the event of termination on the grounds of misconduct or poor
performance by the consultant, International Medical Corps shall be entitled to
terminate the contract without notice.
In the event of the contract being terminated
prior to its due expiry date, the consultant shall be compensated pro rata for
no more than the actual amount of work performed to the satisfaction of
International Medical Corps.
8. PROCEDURE
