Country Office (COOF) Indonesia, is currently accepting applications for the position of:
Program Officer – Project Design
Based in Jakarta
S/he is
responsible to support the Country Director in managing donor relations
and the further development of the country portfolio of projects. S/he
will also have part-time
assignments in Swisscontact projects.
Task and Responsibility
- Facilitate the development of strategic partnerships with other organizations and donors.
- Manage the proposal development process, including comprehensive pre-positioning for proposals and managing live proposals, ensuring that proposals meet funder specifications and deadlines as well as Pact’s quality standards.
- Gather technical input and competitive intelligence from country offices, technical units, subject matter specialists, and other resource persons.
- Work with project teams, technical leads, other staff, and consultants to conceptualize and design proposals for new projects and/or amendments to current projects.
- Build a network of professional contacts; help coordinate teaming agreements, memoranda of understanding, and other institutional agreements with partners; and help negotiate partnership arrangements and budgets.
- Maintain accurate information about business development opportunities in internal databases and assist with analysis of proposal development data; maintain accurate and timely electronic files; and ensure that relevant information is accessible to and circulated to the portfolio members.
- Monitor and share information about new opportunities, donor funding trends, and relevant country information from outside sources of news.
- Support recruitment efforts for staff proposed as part of proposals to donors.
- Write sections of proposals and/or full proposals as appropriate; edit and proofread proposals.
Employee Requirements
•
Higher
education: bachelor’s degree in international development, public
policy and public administration or business, or any other related
studies, or similar education level;
•
Experience in project design, networking and acquisition strategy for a large INGO or contractor
•
Experience working with key donors in Indonesia such as DFAT, USAID, and others
•
Experience
in the key topics of Swisscontact – Skills development, enterprise
development, agriculture value chains, commodity chains like cocoa as
well as tourism
•
Excellent English skills (verbal and written) and strong communication and presentation skills;
•
Experience in planning and executing bids and project design
•
Commercial
mind-set with ability to bring in innovation and creativity; A
professional with a strong target achievement orientation
•
Strong, respectful leadership skills and experience in coordinating and managing Program teams;
•
Strong organizational, planning, management skills and experience working in inter-cultural teams and environments;
