WRI is looking for Full-time staff as Riau Senior Program Lead

Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country focusing on forests and land use governance, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include climate, energy, as well as cities and transportation programs.

This position will support WRI Indonesia’s One Map Initiative and other projects in the regional office.

Overview 

The overall objective of the One Map Initiative is to transform land use decision-making processes to be open, accountable, and participatory. WRI Indonesia will achieve this through catalyzing a unified and transparent land use planning and monitoring system that is accessible to all land use stakeholders. Through partnership with local governments, civil societies and the private sectors, WRI Indonesia will develop a model of engagement that can be used to scale this approach into a National One Map Initiative. The work will span five years, focusing on Riau, South Sumatra, and Papua provinces. Other project portfolio in Riau include, but not limited to, Land Use Accountability (LUA), Peatland Mapping and Restoration, and Forest Law Enforcement, Government, and Trade (FLEG-T).

The Riau Senior Program Lead will be based in Pekanbaru and responsible for the overall stakeholder engagement and program management of the WRI project portfolio in the region, particularly in Riau province and its priority districts. Reporting to the Sustainable Land Use Manager of WRI Indonesia, he/she will provide programmatic leadership to develop, implement, monitor, and evaluate the project ensuring that it achieves intended targeted impact on National One Map Initiative and other projects in WRI portfolio. He/she will liaise closely with the partners implementing similar programs as well as relevant agencies of the Government, local authorities, and civil society.

Responsibilities

The Riau Senior Program Lead’s main areas of responsibility will include the following:

Program/Project Management (40%)
·       Planning and designing program/project by translating project logical framework into strategies and work plans in the sub-national level, including the risk management for the programs/projects’ successful outcome.
·       Proactively identify and address opportunities and challenges to the project arising internally or externally, including by adjusting programmatic strategies and approaches, resolving issues and initiating appropriate corrective action.
·       Ensure effective quality assurance and the overall integrity of the project according to WRI policy by defining project success criteria, monitoring and evaluates performance with respect to these criteria, and communicates progress to involved parties throughout project life cycle.
·       Support the project team in project implementation, ensuring that desired outputs are delivered and outcomes are achieved within the appropriate level of quality, on time and within budget, in accordance with the program/project plan.
·       Ensure program systems, including budget management and project M&E systems, in support of the effective and timely use of project resources and technical and financial reporting in compliance with WRI standard requirements, including formats and deadlines.
·       Ensure effective coordination with Sustainable Land Use Manager and other WRI Indonesia Team and WRI Global on program/project related matter and overall strategic work plan.

Stakeholder Management and Communication (40%)
·       Manage strategic engagement and communication with government agencies, private sector, and CSOs.
·       Liaise outreach and cultivates relationships with potential partners, donors, and stakeholder for land use work in Riau province (including governments, private sectors, CSOs, foundations, and individual public figures);
·       Builds the profile of WRI Indonesia in Riau province through communications and outreach to target audiences locally and in the key districts;
·       Develops and oversees development of communications materials, such as concept notes and presentations, targeting existing and prospective partners and stakeholders of project; and oversee the dissemination of reports related to project activities.

Research and Knowledge (20%)
·       Identifies and advances new lines of research and analysis relevant to the projects’ influence strategy and objectives;
·       Authors or co-authors knowledge products (e.g., reports, briefs, data products, tools, blog);
·       Contributes expertise to relevant cross-programmatic initiatives in WRI Indonesia, such as GFW and Restoration project.

Qualifications
·       Legally able to work in Indonesia.
·       Bachelor degree in a related field, preferably with coursework in forestry, land use management, social issues, and sustainable development (graduate degree is preferable).
·       Studies, interest or experience working on environmental issues and specifically forest or land use issues, particularly in conflict resolution, social forestry, and customary forest.
·       Minimum four years of full-time work experience in relevant field, with program implementation and project management experience, preferably in South Sumatera.
·       Familiarity with land use issues faced by key stakeholders; such as land use planning, commodity-driven deforestation, smallholder issues, analytics related to environmental performance of a jurisdiction, conflict resolution, social forestry, and customary forest..
·       Direct hands-on experience in project management (e.g. planning, budgeting) and grant management (e.g. due diligence, financial monitoring).
·       Ability to write and speak in an organized, clear, and articulate manner for a wide range of audiences, including local governments, local private sector and smallholders, local NGOs, and local communities.
·       Ability to deftly manage projects with strong critical thinking and creative problem solving skills and balance attention to detail with big-picture thinking.
·       Ability to manage professional relationships to effectively communicate with people at all levels and from various backgrounds.
·       Proven skills to effectively build and manage a team.
·       Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
·       Detail-oriented and organized thinker who can juggle multiple, competing priorities.
·       Excellent oral and written communication skills.
·       Ability to travel when needed.

Preferred Qualifications:
·       Experience working within and managing intricate communication among multi-stakeholder / inter-sectoral groups such as government, private, civil societies, indigenous people, and other stakeholder engagement in South Sumatera province.
·       Familiarity with sub-grant management protocols and policies among local CSOs and international donors..
·       Familiarity with One Map Policy, land use governance issues, and peat land management in the national and local level.
·       Professional fluency in Bahasa Indonesia and English.

Performance Standard:
·       Effective team work and communication.
·       Project Management, Grant Management, and Stakeholder Management activities are expected to be carried out timely and satisfactory with minor supervision..
·       Must be capable of setting priorities and working under pressure.
·       Must be able to multi-task and manage several project activities simultaneously.
·       Ability to work well with internal and external participants is essential.
·       Knowledge of Microsoft Office Suite is imperative.

Final candidates will be required to take a writing test. Also required to produce two writing samples
