to new and evolving ‘drivers of change’ and the emerging context of

in 2030’. Within this time frame, the Oxfam in Indonesia Country Strategy
2015 – 2020 vision of ‘People living equitably and free from injustice of

still have relevance. Oxfam in Indonesia will bring about positive changes
and impact as measured by the ability of women and youth to overcome
inequality and realize their rights align with Oxfam’s goal of overcoming
poverty, vulnerability and inequality with a focus on women and girls.

WHAT WE ARE LOOKING FOR:
Program Officer Value Chain and Green Growth (code: VCGG 0519)

TEAM PURPOSE:
The economic justice team’s purpose is to manage the implementation of
Oxfam’s strategy in promoting economic justice (EJ) in Indonesia by
building allies with government to combating poverty, inequality, and
injustice; cooperate with Private Sector and the impact investor to
promote inclusive sustainable business practice and or social enterprises;
and partnering with CSO that work directly with beneficiaries. We put CSO
at the center of our knowledge and skills transfer on the aspects relate
to food and climate change, land right, and sustainable as well as
inclusive development. Also, women economic leadership and women
empowerment, as well as youth economic empowerment. We also promote
solidarity between urban consumers and rural producers, and capitalize
social media, technology, and social media activism to support our
advocacy works.

JOB PURPOSE:
The holder will oversee implementation of GRAISEA II activities relate to
shrimp value chain development and, women economic empowerment, and SME
empowerment to help small-scale shrimp producers.

GRAISEA II in principle, is not a continuation program of GRAISEA-1,
although the main concern is remaining the same. GRAISEA-II includes more
private sector co-creation, more attention to climate change and a greater
focus on leveraging program experiences for greater impact. The program
implement in five countries and managed through a partnerships model. It
is a 3-year program where Indonesia is one of the implementing countries.

Program Officer, under supervision of GRAISEA 2 in Indonesia Project
Manager, will work closely with PT. ATINA’s network in Pinrang, to support
three project partners CSOs when their approved activities which
integrated in their respective Results relate to women economic
empowerment, value chain development, private sector engagement, and
advocacy as well as influencing are implemented in Pinrang and in other
regions in Sulawesi. The latter will be based on the request from Project
Manager. S/He work is to ensure efficient and effective delivery.

The Interconnection among those elements arranged in the project framework
that are divided into three Results and its respective Outcomes and
Targets.

KEY RESPONSIBILITY:
· Oversees the implementation of the project plan in Pinrang by
GRAISEA 2 project’s partner organizations and assuring its planned targets
following Project Operational Plan and Oxfam’s guidelines in close
cooperation with beneficiaries, Private Sector partner, and others project
stakeholder.
· Reviewing partners financial and activity reports, and supporting
partners as needed in fulfil the accountability aspects based on Oxfam
guidelines towards the activities conducted.
· Maintain frequent communication with partners and other key
stakeholders in Pinrang District such as ASIC, PT. ATINA, government
extension Office, Fisheries Office, and Ministry of Social Office in
Pinrang to ensure good quality and timely project delivery.
· Regularly update to Project Manager in Jakarta and assuring close
communication and connection to Oxfam in Indonesia GRAISEA 2 responsible
programme officer such as MEAL and Financial Officer as well as Gender
Specialist and Oxfam advisors, etc. if necessary.
Be active member of GRAISEA’s linking and learning group to reflect and
learn of the value chain programmes in Indonesia as well as in Vietnam and
at the regional level.

SKILLS AND COMPETENCE:

Demonstrable background and experience in sustainable aquaculture with
involvement of private sector.
Demonstrable experience in project management, both in general and in
financial management.
Knowledge of and commitment to gender equality and women’s economic
empowerment
Ability to work independently with minimum supervision to build on and
develop the job, combined with the ability to work as part of the team.
Strong interpersonal skills with the ability to engage and influence the
decision makers and other stakeholders from various cultural, status and
social backgrounds.
Ability to work as part of a multi-cultural team and communicate
effectively, both verbally and in writing.
Good written and verbal communication skills.
Commitment to the goals and vision of Oxfam.
Writing and speaking of Bahasa and English
Strong commitment to gender, disability inclusion, equal opportunities and
capacity building
