GIZ Indonesia for TRANSfer - Facilitating the Development of Ambitious Transport Mitigation Actions project: Advisor (Technical) Green Logistics

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people’s living conditions on a sustainable basis.


In order to support five countries – including Indonesia – in their mitigation efforts in the transport sector the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) with the implementation of the project TRANSfer III - Facilitating the development of ambitious transport mitigation actions. The objective of the project is to increase the efforts of developing countries and emerging economies to foster climate-friendly transport. The project acts as a “mitigation action preparation facility” meaning that it aims at identifying and developing bankable ready-to-implement measures to reduce emissions from transport.

In Indonesia, the TRANSfer project plans to support the Directorate General of Land Transport of the Ministry of Transport and its partners in the preparation of mitigation actions in intermodal freight transport.

Our mission is to reduce harmful carbon dioxide emissions from freight transport in Indonesia. As a technical advisor, you support the team foremost in questions of green logistics and intermodal transport policy and investment programmes.

We are seeking one qualified Indonesian candidate for the following position:

Advisor (Technical) Green Logistics

Responsibilities
  • Supporting the Ministry of Transport (MoT) Directorate General of Land Transport (Division for Intermodal Transport) in the implementation of the project with a focus on mitigation measure identification, project planning, monitoring, evaluation and reporting and capacity building measures.
  • Providing professional technical advice to partners on climate change and freight/logistics policy, transport infrastructure financing, and logistic operations.
  • Establishing professional relationships with important stakeholders in the sector including private sector (freight forwarders, transport operators, logistic service providers, financial institutions) and public transport (Ministry of Transport, BAPPENAS, Ministry of Finance etc.).
  • Maintaining an overall good flow of communication and information between all involved institutions, mainly between the global TRANSfer project, GIZ (and other donors) transport projects implemented in Indonesia, counterparts in the public and private sector.

 A.   Tasks
1.    Professional advisory services
  • Provides technical and strategic advice to staff at MoT and other stakeholders for the development of ready-to-implement greenhouse gas mitigation measures in the freight sector with a focus on intermodal rail/sea transport.
  • Collects data and develops knowledge products (presentations, factsheets, dossiers) on related intermodal transport topics (logistic master planning, multimodal corridor development, incentive programmes for modal shift)
  • Provides advice to international consultants and GIZ staff on administrative processes, budgetary and financial mechanisms in the Indonesian transport sector
  • Provides research support, as needed by the national and international consultants of GIZ TRANSfer and GIZ technical staff.
  • Occasionally conducts own assessments, reports and gives technical presentations
  • Follows and reports on on-going trends and policy developments in the field of freight transport.
  • Prepares and executes trainings, workshops, forums, meetings, and other project activities together with the partner institutions.
  • Supports preparation and execution of field trips and study tours.
                                                                                      
2.    Networking and cooperation
  • Develops networks and maintains communication with the relevant public and private industry stakeholders (stakeholder assessment, formation of industry dialogues, focal group discussions etc.) 
  • Ensures smooth flow of information between bilateral and regional GIZ (and other donors) transport projects in Indonesia and the global TRANSfer projects in Germany.

3.    Project and Knowledge management
  • Actively contributes to knowledge management between all five GIZ country project by providing information in global calls, supporting the development of an advisory toolkit for low-carbon freight
  • Support project planning for the component by drafting work and budget plans
  • Contributing to the monitoring activities and ensuring timely reporting to the team leader and counter parts
  • Evaluate results of activities and give input/feed-back for better implementation.
  • Ensure that lessons learned are documented

4.    Other duties/additional tasks
  • performs other duties and tasks at the request of management

B.     Required qualifications, competences and experience
Qualifications
  • Master`s degree in transport economics, logistics, engineering or supply chain management (other degrees with relevant practical experience eligible for application);

Professional experience
  • Professional working experience in a similar position or allied field of minimum 3 years 
  • Experience with intermodal transport in the private and/or public sector is required
  • Proven knowledge of legislation and policies, including freight transport policy and climate change policy is an added advantage
  • Experience in working with a government institution, including relationship-building, on-time delivery of high-quality work, and diplomatic problem-solving
  • Ability to work with a team and under pressure by ensuring quality outputs and meeting deadlines.

Other knowledge, additional competences
  • Excellent communication skills (in English) as well as encouraged in the creation and maintenance of networks between different actors (high-level officials, partners); pro-active attitude with hands-on mentality.
  • Presentation and writing skills
  • Proficiency in the Indonesian and English language (reading & writing)
  • Excellent command of MS – Office (Excel, PowerPoint, Word)
  • Willingness to up skill as required by the tasks to be performed – corresponding measures are agreed with management
