IDLO
is the only intergovernmental organization exclusively devoted to
promoting the rule of law. Governments, multilateral organizations,

Since
2015, IDLO has been managing the Indonesia-Netherlands Rule of Law Fund
(RoLF) program, which builds on Indonesian development plans and
continues the efforts of the Embassy of the Kingdom of the Netherlands
in Jakarta to support the consolidation of the rule of law and reform
agenda. The primary objective of the RoLF is to support the development
of effective, accountable and inclusive justice sector institutions,
ensuring equal access to justice in Indonesia.

Based
on the MoU between the Government of Indonesia and the Minister for
Foreign Trade and Development Cooperation of the Ministry of Foreign
Affairs of the Netherlands, IDLO is selected to ensure coherent and
efficient management of the Indonesia-Netherlands Rule of Law Fund (“RoL
Fund”), in alignment with the Indonesian National Long-Term Development
Plan (RPJPN) 2005-2025.
In
order to achieve RoLF program goals and outcomes, one of IDLO's
implementing strategy is focused to achieve coherent and efficient
management of the RoL Fund, in line with the evaluation recommendations.
In enhancing the capacity of the implementing partners to develop
communication strategy/plan which support advocacy work and project’s
result achievement, IDLO will hire training’s Service Provider on
Communication Strategy/Plan for Advocacy Purposes.
The training objectives are:
1.
To increase the capacity of the implementing partners to develop
communication strategy/plan which can support advocacy work on the sub
project`s outputs and outcomes
2.
To increase the capacity of the implementing partners to develop
communication strategy/plan that contributes to the data needs.
3.
To develop a Communication Strategy and Plan on the Rule of Law Fund
Program to be conducted by IDLO and Implementing Partners.
The expected output from the service Provider are:
1.
Production of an assessment report on the existing communication
strategy/plan of Rule of Fund Program developed by IDLO and the
Implementing Partners (if available).
2. Production of training module;
3. Production of pre and post-test training evaluation design and tools;
4.
Delivery of training as described in the scope of work, including
provision of all required training media, materials, and maximum 2
speakers per day
5.. Delivery of training report and including pre and post test results
6. A Communication Strategy and Plan on the Rule of Law Fund Program to be conducted by IDLO and Implementing Partners.
