Oxfam in Indonesia is currently seeking qualified candidates to support
the organization responding to earthquake and tsunami in Central Sulawesi;
Oxfam – Calling for :
Sr. Security Officer – Sulawesi Emergency Response.

JOB PURPOSE:
Performed the role as Security Vocal Point for the Sulawesi Earthquake
and Tsunami Response program with primary responsibility for :
- Ensuring security and protection to staff members of Oxfam, JMK
and Volunteer in Central Sulawesi
- Collecting, updating and communicating information regarding the
security situation in Central Sulawesi
- Performed regular update on Security Management Plan
- Ensuring the implementation of Minimum Operational Security
standards
- Assisting in reporting security incidents affecting staff, offices
and assets
- Organizing and delivering training courses on security awareness
and preparedness

REQUIREMENTS:

- Hold Bachelor Degree in any discipline
- Minimum 2 Years experience in relevant security management.
- Good written and spoken English
- Have Personnel management ability.
- Previous work experience as Security Vocal Point, ideally with
non-government organizations would be an advantage
- Knowledge of policies, procedure and work systems in
non-government organizations (NGO) ideally with International NGO would be
an advantage
- Team-work skills
- Understanding of local authorities’ architecture and management
lines in Central Sulawesi
- Flexibility under pressure and in response to changing needs.
Ability to work within minimal supervision
- Having wider network with security forces, police and military or
retired POLRI / TNI

RESPONSIBILITIES:

1). Security
- Assess premises, workspaces, base camps and ensure minimum
security measures are in place: emergency exit, fire extinguishers,
lockable doors, first aid kits, emergency lighting, contingency stocks;
- Make clear security plan which well understood with indication of
methods and triggers for hibernation, relocation and evacuation;
- With attention to possible new natural disaster, elaborate
security plans based on the following scenarios: earthquake, floods, heavy
rains, etc
- Ensure safety and security of team, beneficiaries, volunteers and
visitors
- Ensure implementation, revision and update of security Standard
Operating Procedures
- If necessary, re-assess security situation in the field and advise
on measures to ensure safety of staff, beneficiaries and volunteers
- Conduct security assessment in all locations for Donggala sub
office and guest houses both for Oxfam and JMK
- Manage security personnel in Palu office and sub offices including
making security schedules and ensuring capacity building for security

2). Field Operations
- Ensure that distributions are operated in a safe and dignified
manner, with adequate spaces for repair, crowd management measures, safe
access to relief aid;
- Ensure warehouse premises are adequately secured and prevented
from looting;
- Assess fleet and ensure safety of cars/trucks/other transport,
provision of first aid kits, water supplies and fuel supplies.
- Ensure adequate coordination with local authorities, police and
military forces when necessary;
- Ensure that local authorities are adequately informed about
activities, that compliance with their regulations and provision is
consistent, while maintaining neutrality and independence;
- Assess distribution field locations and ensure that access for
humanitarian aid is coordinate with relevant authorities
- Ensure that mobility in work areas is coordinated with relevant
authorities

3). Liaison with local authorities
- Establish communication lines with local authorities on
humanitarian principles, transparency, neutrality and independence
- In case of distributions, delivery of humanitarian action or
support to local communities, ensure that relevant authorities are
informed and supportive
