Project Summary:
The USAID/Indonesia Monitoring and Evaluation Support
Project (MESP) is designed to improve the functioning and utility of USAID
Mission Performance Monitoring, Evaluation and Project Planning and Design
systems through a combination of targeted direct M&E implementation, expert
technical assistance, formal training, and knowledge sharing and M&E
collaboration support. Under MESP, MSI has been asked to conduct sustainability
review of Sustainable Higher Education Research Alliances (SHERA) to assess the
program successes, challenges and lessons of SHERA partnership and identify key
factors of SHERA partnership to be sustained beyond the terms of current USAID
support.
Position Summary:
MSI is seeking a qualified team leader for sustainability
review of SHERA in Indonesia. The purpose
of this review is to inform USAID and Government of Indonesia about sustainable
institutional research partnership model under the SHERA program. The team
leader will provide the expertise to a team of higher education partnership
expert, evaluation expert, research assistant analyst. The review will begin on
or about January 15, 2019 and finish by the Mid of April 2019. The anticipated
level of effort for the team leader is 60 days
Responsibilities:

The team leader
will manage the activities of the team, drawing of strengths of individual team
members to produce the best possible of the review reports
·
In collaboration
with MSI staff and team members, the team leader will:
- Lead a week-long team planning meeting to design the review
- Guide the team in developing data collection instruments, a data collection plan, and a data analysis plan
- Lead a briefing with USAID/Indonesia HCP (Human Capital Partnership) Office prior to field work
- Guide the fieldwork and qualitative and quantitative data analysis
- Presents results to USAID and implementing partners
- Take the lead in writing reports and briefing papers
- Undertake other tasks required for the successful completion of the review

The team leader
is ultimately responsible for all deliverables under this review
Qualifications:

At least a
master’s degree in a relevant field (higher education) and 15 years of
professional experience or PhD in a relevant field with at least 10 years of
experience
·
Experience
leading evaluations/review, preferably of USAID projects.
·
Specific
experience evaluating higher
education partnership strongly preferred
·
Familiarity with
USAID, USAID education programming, and USAID evaluation policy
·
Excellent
analytical and personal communication skills
·
Excellent English
writing skills, particularly evaluation reports/review/assessment
·
Fluency in
quantitative and/or qualitative research methods
·
Experience
working in Indonesia preferred
